The Hunter/Panther project is regulated through the U.S. EPA Construction General Permit.
The North Coast RWQCB, and SWRCB, do not have regulatory authority over implementing NPDES storm water requirements on the project since the project is located on the Yurok reservation.
The items listed below are requirements of the California Construction General Permit.
1) Rain Even Action Plan
2) Storm Water Sampling and Analysis day
3) Water Quality Sampling and Analysis day
Since the RWQCB and SWRCB do not have jurisdiction, these items are not required.
The following item is already included in the project plans and estimate
1) Water Quality Monitoring Report (see item 131104)

Inquiry #2: Addendum 1, revised Special Provision Section 55-2.01D(2)(c) states the hanger assembly manufacturer must have successfully installed similar hanger assemblies on at least 5 bridges. As the hanger assembly manufacturer does not install the hanger assemblies, we assume this requirement applies to the structural steel erector. Please confirm.

Inquiry #10: Given the recent Coronavirus restrictions across the County's, State, and Nation, there is extreme uncertainty on the future restrictions. Subs and suppliers may not be able to hold prices as restrictions extend unknowingly into the future, Contractors are forced to bid and schedule the award/ntp/contract work without accurately knowing when these will occur, and quarantines will limit the government employees and contractor's employees from building and managing the work, these bridges cant be constructed from the home office. We request Caltrans to suspend or postpone the bid until the future certainty is known.

Inquiry #11: Plan sheet number 97 of 122 labeled HUNTER CREEK BRIDGE (REPLACE) DECK CONTOURS shows the quantities in the bottom right. The structural concrete , bridge (Polymer Fiber) quantity appears to be inflated with no apparent 4.0 KSI CISS concrete pile quantity.
Is it your intent to use the polymer fiber concrete in the CISS pile as indicated by the quantity?

Inquiry #12: Special Provisions page 34 section 14 states: "Remove vegetation between September 16 and February 28." Does this mean the project Access Roads, Clearing and Grubbing, foundation construction, road detours etc.. and all work that touches vegetation cannot begin until September 16?

Inquiry #16: We are having a difficult time finding the pipe pin material, the 9 XX-Strong. Has Caltrans considered any alternatives to this size pipe that could be used? Trying to avoid a mill rolling, which will substantially increase the cost to the project.
