Inquiry #1: 1)Section 99-075423 TPO roofing asks for R35 min rigid insulation and the Drawing A7-10 shows a R30 rigid insulation. Can you please clarify the R-Value required?

2)Drawing A1-10 detail A & B and A1-11 detail F note calls out 'TPO roof over cover board over rigid insulation' but detail doesn't show rigid insulation going up parapet slope. Is this a miss print or is rigid insulation required on the parapet slope?

3)Drawing M-4.08 detail 2 does not show a detailed duct support. The duct supports should be supported on a wood curb or sleeper a min of 8" above finished roof. The curb or sleeper should have a metal cap similar to M-4.04 detail 2.

Inquiry #2: Plan sheet A1-15 Interior Elevation item 2 shows an obscured glass window in the Lactation room that is not on the window schedule. What is the intent for this window? Provide details and specs on the frame and glass.

Inquiry #3: 2Plan sheet A1-06 Roof Plan, the Mechanical Roof plans, and structural seem to have differing roof framing identified. A1-15 indicates a full perimeter of framed crickets and then tapered insulation for water diversion to the roof drains. Plan sheets MP1-04, M-302, and MP1-04 do not show these. Inquiry #17: 1. Detail 1/M-4.08 is calling out “steel beam” under the prefab HVAC curbs at roof. Please forward specific information for the steel beam (size, attachment details, etc..) as no information is found on the mechanical or structural drawings.
2. Walkway Framing Plan/ST1-4 is calling out beam at gridlines G/1 as “6x4”, seems to be error, please clarify.
3. Details 2 & 5/A7-10 calls out “prefabricated aluminum coping”, details J/A1-12 and P/A1-13 call out “metal coping”, please clarify metal coping material and finish (aluminum, galvanized, prefinished, painted?)

Refer to section 3 of the standard specifications for awarding the contract. After award an approval date is determined based on the requirements in section 8-1.04B of the Standard Specifications. Due to the variability of these two processes there is no projected start date.

2.Access control and detection intrusion systems must meet the requirements of the plans and specifications. Submit equipment cutsheets and shop drawings for approval after contract award.

Inquiry #26: Drawing A1-11 detail F does not show the rigid insulation on the framed in 12"/12" crickets (wall support)under the eyebrow vent but is noted to include it. The drawing also shows batt insulation under the wood framed crickets. With the batt insulation under the wood framed cricket there wouldn't be a need to add rigid insulation on top of the framed cricket. Can you please clarify if the rigid insulation is required on the upper part of the framed cricket.

Inquiry #34: Section 7-1.06B, Item 3 states that all insurance must be with an insurance company with an AM best Financial Strength Rating of A- or better and a Financial Size Category of VII or better. Contractor's Construction Workers Compensation coverage is through State Fund, which is not rated by AM Best. Please confirm this is acceptable and compliant and would be approved by Caltrans to allow the contractor to submit their proposal.

· Contractor's current ROM estimate is $11.7M. Section 7-1.06D(2) states that bids totaling $10M to $25M require a $2M/$4M for GL with $15M in Umbrella/Excess Liability limits. Contractor currently maintains a $1M/$2M for GL with a $10M Umbrella. Increasing the primary GL limits to $2M/$4M will be costly and subject to the carrier’s approval. It may be more cost effective to place a 2nd Excess Liability policy over the existing program to satisfy the total limit requirements ($17M/$19M). To meet this limit requirement, we would need to place a $7M Excess. Please confirm this is acceptable and compliant and this would be approved by Caltrans to allow the contractor to submit their proposal?

· Section 7-1.06E(2) states that the $15M Umbrella/Excess Liability requirement stipulated in Section 7-1.06D(2) also applies to Auto Liability. Per the comments above, the contractor currently maintains a $10M Umbrella so we would need to place a 2nd Excess Liability policy over our existing program to meet this requirement. Please confirm if this would be required, if so, and if this requirement was to be met, would the contractor be approved and would Caltrans allow the contractor to submit our proposal?

Inquiry #38: Regarding responses to contractors inquiries and Cal Trans' statement of 5 days being needed to properly respond as stated in BI # 19.:
"Response #1:(BI#37)-Your inquiry has been received. However, please be aware due to the short time frame between when this inquiry was received and the bid opening, there may not be time to provide a response. If no additional response is posted please bid per the current contract documents." This is one sided and is improper.
I see 18 unanswered question posted on or before Jan 26. All within the requisite 5 days prior to bid. Many more since.
Now while some of these BI's may be answered in your Addendum 1; we are only given 3 days to digest, price check, recalculate and properly execute a bid. Not a great start to a working relationship.

Would Cal Trans consider changing the bid form to lump sum bid?
Considerations:
1. The project is more similar to an building structure project than a roadway project.
2. There are 96 bid items listed for this project. Some are fairly straight forward but others are vague in description. An example may be 2" domestic water and 6" fire water utilities. These are not listed on the bid form. Do these two items go in the building lump sum?
Please consider revising the bid form to lump sum or clarifying site items not listed.
