Inquiry #5: Ref. Plan Sheet 48 of 60; The Connection Stiffener Retrofit detail shows the new stiffening angles partial height, ending ½” short of the upper and lower cross frame gusset plates. The Girder Detail sheets (e.g. Sheet 28 of 60) show the new stiffening angles running full height of the existing connection stiffeners. We assume the new stiffening angles at the connection stiffeners are partial height as shown on Sheet 48 of 60. Please confirm.

Inquiry #7: Please refer to sheet 60 of 60 for the Arcata OH - Bridge 04-0079R - there are no quantities shown for the "Resin Capsule Anchors" per detail A on sheet 59/60. The quantity for bid Item #27 - Drill and Bond Dowel (chemical Adhesive) (LF) appears correct only for the work at bridge 04-0065.
There are approximately 500 anchors at the Arcata OH - please check and revise the bid item to more accurately reflect the quantity for bid Item 27.

Inquiry #8: Standard Specification Section 2-1.06B Supplemental Project Information states as-built drawings for Districts 1 through 6 and 10 may be requested from the Office of Structure Maintenance and Investigations, fax (916) 227-8357. We submitted a request to this fax number on September 17th and today we were informed that that office does not provide as-built drawings. Please advise how we may obtain as-built drawings for this project.

Inquiry #10: DWG sheet 15 Bottom Fill plate 1/2 x 28 x 27 showing Detail “D-D” . This detail D-D is in DWG sheet 33, showing only one end of this plate and a total of 34 bolts 1” . Are both ends of the plate symmetrical, meaning that there are 34 bolts at the other end? The detail shows bolts "7” max spacing Typ” . Please clarify if those bolts are continuous all along the plate or the indication “Typ” applies on the to the 34 bolts shown and there are no bolts all along the plate.

Inquiry #14: Sheet 1 of 43 notes the existing vertical clearance over HWY 254 is 20’-11” which was reduced from 22’-5”. However, please clarify what the minimum vertical clearance is the contractor shall maintain during the course of the project?

Response #2:
The 20'-11" vertical clearance has to do with the prestressing work being done that actually permanently reduces the structure vertical clearance, not the traffic vertical clearance the contractor shall maintain during construction. Please refer to section 59-2.01C(2)(a) of the Special Provisions and section 60-2.02C(1) of the Standard Specifications for the minimum vertical clearance the contractor must maintain during the project.

Inquiry #15: The “Girder Details” drawings call out the splice plates to be 1-3/8” thick, however the “Miscellaneous Girder Details” drawings call out the same splice plates at 1-5/8” thick. Please clarify which thickness is correct.

Inquiry #17: Per the drawings and special provisions the areas to be spot blasted and undercoated for the nelson studs and new connections to existing steel does not appear to be close to bid quantity shown on Drawing/sheet 1 of 43 for Spot Blast and Paint Undercoat @ 4,406 SQFT. Please clarify if this quantity is correct.

Per Special Provisions page 43 Section 59-2.01A(1), Clean and Paint the existing steel bridge in the following table. The table shows South Fork of Eel River Br 04-0065 to clean, blast clean to bare metal, and paint steel surfaces of the existing bridge on the underside of the top flanges and upper portions of the girder webs after installation of stud connectors. I would assume that the existing coating in these areas contain lead base paint as the specifications state to consider the existing coating system to be a hazardous material. Page 42 of the Special Provisions, Section 55-1.03 A States to pre heat 2" around the weld zone of the top flange of the steel girders to 150-400 degrees before welding nelson studs. Per the section I referenced above the Clean, Blast Clean and Paint is to take place after welding the nelson studs on the top flange. With the pre heating and nelson stud welding this could potentially burn the lead base paint on the underside of the girder flange and expose workers to hazardous materials. Please clarify sequence of work?

Regarding the Spot Blast and Paint Undercoat area, no further information will be provided. Bid per the current contract bid documents. See circled Note 2 on plan sheet 45 of 60 for work related to the underside of the girder top flange.

Regarding the sequence of work for welding the stud connectors, your inquiry is being reviewed. Unless an addendum is issued addressing your concern, please bid per the current contract bid documents.

Page 32 references Railroad Relations (North Coast Railroad Authority) Railroad Relegations and Insurance Requirements. However, no insurance requirements were noted.

Per Section 4-1.20C Railroad Relations (2018 Standard Specifications)
The Contract includes an agreement with a railroad company, the Department makes the provisions of the agreement available in the Information Handout in the document titled "Railroad Relations and Insurance Requirements." Comply with the requirements in the document.

Please confirm if there are separate insurance requirements issued by this Railroad. Thank you.
