Inquiry #1: Reference specification 99-074113.16; 2.2.B.2.a specifies a nominal metal thickness of 0.028 inch, which is 21 ga.
Q- Is 22 ga acceptable for the standing seam metal roof panels?

Reference specification 99-074113.16; 2.4.B. specifies a nominal metal thickness same as material on metal panels.
Q - 22 ga trim is uncommon, will 24 ga be acceptable for the trim?

Reference specification 99-074213.13; 2.2. A&B seem to contradict each other
Q - Are the wall panels to be through panel fastening or concealed fastener?

Reference specification 99-074213.13; 2.2.B.1.a - you are asking for .0336 nominal thickness for the metal gauge. This is about 19.5 ga.
Q - 20 gauge is uncommon for a wall panel, will 22ga or 24ga work for the siding

Reference specification 99-074213.19.2.2.B.2. This spec is also calling out 19.5 gauge.
Q - Again, 20 gauge is uncommon for a wall panel. Will 22ga or 24ga work for the insulated wall panels?
Q - Typically the interior skin of an insulated wall panel is a lesser gauge then the exterior skin. This is not defined in the specs, please clarify.

Reference specification 99-074293.2.2.C.2. This spec is calling for the same materials "as the metal wall and roof panels". The specs differ for the single skin wall and roof panels.
Q - Will 24 ga metal be acceptable for the soffit panels as perforated in heavier ga is not readily available.

• What is the Amperage requirement of the Automatic Transfer Switche(s)? How many transfer switches are required? Will the transfer switches be located inside or outside?

Inquiry #5: Our search for a Genset to meet Tier 4 is unfruitful. CAT and Cummins do not make a Tier 4 in this size. Kohler is searching.
Our conversation with the AQMD reveals emissions allowed are per the chart linked ( ATCM )and are particulte emissions derived. Not Tier labels.
Cat and Cummins both meet the requirements mentioned with their Tier 3 units in the chart mentioned below.

Ron,
From the sound of it, the Airborne Toxic Control Measure (ATCM) for Stationary Diesel Engines applies to the proposed CalTrans project. For new installations of devices rated at greater than 50 horsepower AND used exclusively in the role of emergency standby (back-up), the emission standards are listed in Table 1 found on page 20.

In our call, I mentioned Table 3 based on the discussions I'd had previously with Micheal Heath of Peterson. Table 3 lists the standards for devices that are "in-use" engines. The CalTrans project involves new construction and so Table 1 is appropriate.

Please reply so that I may confirm receipt.

Seems that way. We’ve had a few customers asking for more stringent emissions since things are heading that way, but currently it is not a requirement for these emergency standby generators and it adds cost to their project both up front, and long term because of increased maintenance and complexity.
Tier 4F is required for on-road trucks, portable generators, and generators that provide primary power (i.e. not emergency/standby), and in the Bay Area, for any generator 1000 bhp or greater (for us, 700kW and up).

Our genset meets these table 1 requirements straight from the factory (it’s a 161 bhp engine).

It doesn’t appear that the AQMD regulations have changed recently. Our generator 100 KW diesel does comply with the emission limits mention on table 1 of page 20.

With regards to the engineer’s statement below, please note that we are not aware of any such regulation from the EPA. Throughout 2022, we have sold many tier 2 and tier 3 generators in California without any issues with the exception of the San Joaquin Valley Air Pollution Control District (SJVAPCD). The SJVAPCD is the only air district in CA that requires tier 4 for all diesel Generators over 50 HP. There are a couple other air districts that requires it for generator over 1,000 horse Power (600 KW and higher). Please ask the engineer where find this California EPA regulation since we are not aware of it and have sold many tier 2 and tier 3 unit in California throughout 2022

In summation: Their certainly appears to be a differing level of what is acceptable to the AQMD and with what Cal Trans is wanting.

Inquiry #6: The specs call for the overhead door to be "capable of operating for not less than 500,000 [cycles]." This is not possible. 20,000 cycles is standard, 50,000 is a lot, and 100,000 is the maximum possible.

Response #3:(BI#7)-See Plan Sheet U-1 Utility Plans for depths of utilities at potholing locations. Refer to the Standard Specifications 5-1.36C Nonhighway Facilities. The Contractor is require to positively locate underground infrastructure in the field before starting work. As-built plans of the existing building constructed in 1972 are available to the Contractor upon request. The “Plot Plan” sheet in the as-built plans does not reference depths or elevations of utilities.

Pacific Power and Light will remove existing electrical service lines and install the new service near the beginning of construction with coordination through Caltrans.

Inquiry #8: Can you confirm that this provision will not be required on this project. This project has a Bid Book date of 11-14-2022.

Caltrans will apply the new Buy America requirements to projects effective November 10, 2022. Most projects advertised on the Contractor's Corner as of November 10, 2022, will include Section 6-1.04, "Buy America," in the Special Provisions. We expect for projects being advertised at end November 2022 to contain SSP 6-1.04.

"We can get all metal in 22 ga, but none of the design manufacturers have indicated that they can roll 20 ga into the contours required for this type of tongue and groove panel."

Inquiry #11: Sheet 175 of 194 has a note regarding Fire Tank.
" 2. Due to low temperatures either a re-circulation pump or a tank heater will be required. Temperature shall remain at or above 42 degrees."
We see nothing in the Electrical plans to support this. Or anywhere.
Please review this and clarify what system is needed. This is a lot of water to keep above 42 degrees.
