Inquiry #1: The last line on page 9 of the Special Provisions ("Delete item 2.1 in the definition of day in section 1-1.07B") is in an inconspicuous location, and deceptively modifies the definition of a working day.
1. Can you please confirm that Saturdays and holidays (including Sundays) WILL BE considered working days on this contract?
2. Why aren't statements placed in the Notice to Bidders when critical changes are made to the Standards that can substantially impact the bidders' cost of the project?

Response #1:
(#1)-The special provisions modify the standard specifications, diligently reviewing them is advised. The last line on page 9 of the Special Provisions ("Delete item 2.1 in the definition of day in section 1-1.07B") will stand.

Your recommendation to place a "Notice to Bidders" when revising the working day definition will be sent to our HQ office for evaluation. Thank you for this recommendation.

Inquiry #2: For Item #61 Bonded Wearing Course-Gap Graded is the Bonded Wearing Course Asphaltic Emulsion incidental to Item #61 or will there be an addendum to add a separate item to the Bid Item List?

Inquiry #3: Section 72 of the special provisions requires a hydraulics engineer. Please provide a item for payment for the hydraulics engineer.

Response #1:
(#3)-The construction of the fish passage streambed consists of Items 77, 78 and 79 per 72-7.01A. The construction of the fish passage hence the monitoring and inspection by a hydraulic engineered is included in the cost of these items per section 72-7.01D(1).
