Inquiry #2: Due to the nature of the cold planing and paving back to existing shoulder grades there may be areas that do not meet the revised smoothness specifications. What are the smoothness requirements for this project?
Subsequently, the bidding documents do not include information on the smoothness of the existing pavement. Without this information the contractor cannot determine if the required smoothness requirements (if they exist) can be met or estimate the amount of effort that will be required to meet the prepaving and final smoothness specifications. Will Caltrans provide a copy of the inertial profile data file for the existing roadway prior to bid? If an inertial profile data file for the existing roadway is not available will Caltrans issue an addendum with a line item requiring a prepave inertial profile prior to bid?

Your attention is directed to Section 39-2.01C(3)C(2), Surface Preparation, of the 2015 Standard Specifications. No bid items for prepave inertial profiler or prepave grinding days are provided on this project. Per SS 39-2.01C(3)(e), prepave grinding only applies to surfaces that will not be cold planned or will receive an HMA overlay less than or equal to 0.20'. This project has both cold planning and an HMA-A overlay of 0.25'. Therefore it will be the contractor's responsibility to meet the smoothness specifications required per Section 39-2.01A(4)(h)(ix) and Section 39-2.01A(4)(i)(iii) of the Standard Specifications.

Inquiry #3: Section 37-3.01C(3)(a) has been replaced to require a continuous self-loading mixing machine. After our recent site visit, we would request that this project not require a continuous machine. There are two primary reasons for us making this request: (1) the four areas, each approximately two miles in length, of significantly steep (>8%) roadway and (2) the many areas of sharp curvature (as evidenced by multiple speed reduction signs). Continuous machines will not function continuously (i.e. without stopping) on either of these two types of roadway. Thus, the continuous operation is reduced to a “load-and-go” operation (with 40% less hopper capacity than conventional trucks) which will result in more lateral joints, not less, as intended. There are also significant safety concerns operating continuous-type equipment on this type of roadway: loaded support trucks idling downhill in neutral on a 10% grade is not the safest practice.
In summary, requiring the continuous self-loading mixing machine on this section of roadway will likely result in more lateral joints and will increase the already high level of danger.

Inquiry #4: The specials under 83-2.01 state that the backfill material required for vegetation control under existing guardrail is change order work. Does this mean just the material or also the actual labor to perform work along with material?

Because the removal of the fiber weed mat was not called out specifically as change order work and there is not a bid item for the removal, the payment is included in the cost to do the work for the concrete vegetation control. Inquiry #7: The Specifications Page 17 Section 37-3.03B(6) States to use an Asphaltic Emulsion of Grade 64-16 for the tack coat. Is this the intent, PG64-16 is and Asphalt Binder Specification and not an Emulsion.
