Inquiry #1: In the Special Provisions the following paragraph is added to section 19-7.02C "Imported borrow placed within 4 feet of the grading plane must have an R-value of a least 20 or the R-value of the native material, whichever is greater". In addition, in the Information Handout you identify an optional borrow site. No R-value information is provided in the bid documents for the optional borrow site.

Can you provide R-value information for the optional borrow area? Or can the contractor assume that the material from the optional borrow area is adequate for all import needed on the job, including the material within 4 feet of the grading plane?
