Your attention is directed to plan sheet 134 (Sheet DD-3), the Wildlife Crossing End View. The material which is identified as "FG" (Finished Grade) is embankment, and thus included in the payment for roadway excavation. The 18" APC culvert and Concrete Backfill are units m, n, r, and q of Drainage System 46.

Inquiry #5: In Special Provision Section 19-4.01A(2), rock excavation is defined as “Removal of rock, durable rocky material and earthen material that cannot be ripped or dislodged by a tracked bulldozer, possessing a minimum operating weight of 140,000 pounds, a minimum power measured at the flywheel of 500 horsepower, equipped with a rear-mounted shank ripper working in the direction of greatest weakness”. The spec above equals a Caterpillar D10T, according to the latest Caterpillar equipment specifications. As stated above, a D10T cannot rip or dislodge the durable rocky material. Therefore the contractor would be required to use a D11 or controlled blasting for the 419,000 CY of rock excavation associated with Bid Item #41. Is this Caltrans’ intention? If so, bid item #40, Rock Excavation (Controlled Blasting) will significantly overrun.

Response #2:
The purpose of this definition for rock excavation is to allow the use of a tracked bulldozer that exceeds the weight and power specified in this definition as an addition to the general requirements which specifies blasting, using chemical expanders or hydraulic splitters or other authorized methods. Caltrans does not endorse specific manufacturers brands of tracked dozers. Addendum #2 has been issued to further clarify controlled blasting (Bid Item 40) in section 19-4.01C to within 330 feet of a structure or building at two locations indicated by station ranges. This clarification is a Contractor Elected Method for these locations in order to also allow work to be performed under Bid Item 38 (Roadway Excavation) or Bid Item 41 (Rock Excavation).

Inquiry #6: For RW 121, What is the relationship of FTL to Service loads on the Ground Anchors. Is it safe to assume that loads provided carry sufficient factors of safety or should we implement additional factors of safety for bond length design of anchors.

The loads shown on our bidder plans have the factor of safety already included. Please use the provided FTL forces shown on the bidder plans to estimate the bond length design of anchors.

Inquiry #7: PG&E is potentially shutting down power to a significant portion of the State tomorrow during the bid process. It is highly likely that this will have an impact on the number of prime contract, subcontract, material, and DBE bids made available. Since this in an electronic bid having the power shut down further complicates matters. I suggest that Caltrans postpone this bid until after the PG&E Planned Safety Power Shutdown has passed.

Inquiry #8: Due to PG&E potentially shutting down power to part of the State tomorrow during the proposed bid time and date. This can have affect everyone's opportunity to bid the project during the time of the shut down. Is Caltrans thinking of postponing the bid date to a further date so the shut down will not disable anyone's opportunity to bid the project?
