Inquiry #4: Caltrans Standard Specification (2018) section 19-6.03D Settlement Periods and Surcharges states, "Before the end of the settlement period, do not: Excavate for abutments, bent footings, wingwalls or retaining wall footings or drive or drill holes for foundation piles. "Special Provision section 19-8.03F(2) states. "The settlement period is 45 days after the completion of embankment construction in each stage. Do not construct pavement subgrade, structure sections, or other structures within CSE system supported embankment". Stage drawings SC-1 and SC-2 shows to install bridge foundation, abutment and wingwalls in stage 2 ahead of the embankment fill placement in stage 3 which begins the 45 day settlement period. Please confirm the contractor is to construct the bridge and wingwall footings prior to the end of the settlement period.

Response #2:(BI#4)-Your attention is directed to the Staging Sequence for Stage 2 on Sheet SC-1. The first two steps of the sequence is as follows:

1. Construct Portions of Column Supported Embankment.
2. Construct Bridge Foundation, Abutment and Wingwalls

Constructing the Column Supported Embankment includes standard and special provision requirements for Settlement Periods for the Column Supported Embankment.
Please also note that the reference to special provision section 19-8.03F(2) has been modified by Addendum #2.

Inquiry #5: Typical section on plan sheet X-4 shows the new paving section begins at SB1 130+50 however the stage construction and traffic handling drawings begin at station 135+00. When is the new paving section between stations 130+50 and 135+00 installed and because it is not behind k-rail what does traffic control look like? The same situation repeats itself from SB1 169+00 to 174+00, NB1 132+50 to 138+00 and again from NB1 165+00 to 174+00.

Response #2:(BI#5)-The middle typical section in Sheet X-4 describes the transitional areas between final alignment and existing alignment. The construction of these areas are not necessarily subject to the stage construction and traffic handling plans. The timing of the construction of these areas is subject to the requirements for a CPM schedule required in section 8-1.04C. Any traffic handling and traffic control devices will be determined by you as required in section 12.

Inquiry #6: Special Provision Section 10-1.03 (P40) states, "Initial clearing and grubbing, required for the construction of Column Support Embankment (except for geotechnical investigation), and placement of embankment in Seasonal Restricted Areas as shown is only allowed between June 15 and October 15." Will this area be considered seasonally restricted after the Column Supported Embankment Columns and Column Supported Embankment Load Transfer Platform are installed?

Inquiry #7: On sheet EQ-2 under the Lighting System item there is a total of 8300 LF of #8 grounding conductor. However, sheets E-10, E-11, and E-12 that this total came from, do not have #8 grounding conductor. Can you update sheets E-10, E-11, and E-12 with the grounding conductors?

Inquiry #9: The CSE Column and Monitoring Plan (sheet no. 33-36) shows locations for each "Settlement Monitoring Set" (i.e. AMTS, IPI, and settlement platform), but do not show suggested depths for IPI borehole casing.
-Will the IPI borehole casing for each "Settlement Monitoring Set" be expected to match the CSE column tip elevation of their respective zone? If not, what is the max depth required for each "Movement Profile Monitoring System" specified in section 19-18.02E?

Section 19-18.02F "AMTS Ground Surface Settlement Monitoring System" states:
"Reflector-less settlement monitoring points, and road prisms form a 3-foot grid pattern on the top of embankments in the coverage areas"

-What will be the extent of the "3-foot grid patterns" or "coverage areas" for each AMTS unit or "settlement monitoring set" shown sheet no. 33-36?
-Are prisms / monitoring points to be installed on the embankment surface at final grade?

AMTS Ground Surface Settlement Monitoring System is not shown on the plans and therefore is not required. Settlement Monitoring Sets are to be installed as shown and described on plan sheets 33 through 36 and specifications section 19-8.03F(1).

The above cited section 19-8.03F(1) states:

"Provide movement monitoring survey points as indicated:
1. Sets of movement monitoring survey points at or directly above each instrument location (taken at the
embankment surface before paving and reestablished at the top of pavement surface following
paving).
2. Movement monitoring survey points near or attached to structures, utilities, and other features within
20 feet from the toe of embankment."

In addition, the footnote below the CSE Legend on plan sheets 33-36 (c-6, c-7, c-8, c-9) states:

" * - SET OF SETTLEMENT POINT MONITORING SYSTEM INSTRUMENTS AND MOVEMENT MONITORING SURVEY POINTS"

Also, section 19-18.02 states:

"AMTS ground surface settlement monitoring system must include:
1. AMTS installed at locations shown and be able to automatically target designated control points and
settlement monitoring points
2. At least 5 control prism points for each AMTS
3. 6 road prisms installed at locations equally distributed in the coverage area of the AMTS.
4. Reflector-less settlement monitoring points, and road prisms form a 3-foot grid pattern on the top of
embankments in the coverage areas"

Please confirm that AMTS Ground Surface Settlement Monitoring System are not components of the "SETTLEMENT MONITORING SET" on plan sheets 33 through 36, or that they are not required.

Inquiry #11: ASTM D 5882 Low Strain Impact Integrity Testing has depth limits of 30 times the diameter (16-inch), which is around 40 feet. CSE's for this project extend to 91 feet. ASTM D 5882 may not be appropriate for this project. Is it an acceptable alternative to use Thermal Integrity Testing (TIP)?

Inquiry #12: ASTM D4945 High Strain Dynamic Testing typically requires a minimum of a single centered reinforcing bar (#8) for testing. No reinforcing is planned for the CSE. Will it be acceptable to reinforce the test piers only for the High Strain Dynamic Testing and NO production CSE?
