Inquiry #1: Can you please help clarify the construction details on plan sheet C-5. The tables showing the AC Pavement Repairs at LL indicate there is 0.15' cold planning required for the placement of the RHMA between PM 3.27 to 3.34, 3.55 to 3.90, 4.06 to 4.19, 4.84 to 4.98 and 5.03 to 5.08. The typical cross section detail on sheet X-3 within those PM do not show that cold planning is required for the RHMA. This also holds true for the AC Pavement Repair at Traveled Way, PM 3.30 to 3.33 and 4.87 to 4.93. Are the construction details incorrect?

Inquiry #2: Please see chart on Q-8. There seems to be over-lap on some of the pavement smoothness correction areas - for an example:
Line 6 is PM 1.529 to 1.829, Line 7 is 1.543 to 1.843 -- these are both in Lane #1, SB.
Can you explain the overlap for this work?

Inquiry #3: Bid Item #53 RETROREFLECTIVE SHEETING, normally requires another Bid Item(s) for SINGLE SHEET ALUMINUM SIGN FOR TYPE XI RETROREFLECTIVE SHEETING with the identical UOM and QTY as in the bid item for RETROREFLECTIVE SHEETING.

According to the bid item list, there are no "SINGLE SHEET ALUMINUM SIGNS FOR TYPE XI RETROREFLECTIVE SHEETING".

Should additional bid items be included for "Single Sheet Aluminum signs for Type XI Retroreflective Sheeting" to account for the 1,250 SF of Type XI RetroReflective sheeting found in bid item #53?

Inquiry #4: 1. Section 39-2.01A(4)(i)(iii), paragraph 2 of the special provisions state "The Department determines smoothness pay adjustments using the Target 60 Pay Adjustment table in Section 39-2.01A(4)(i)(iii)(A)". The table in this same section after paragraph 11 shows that for Total Asphalt Thickness less than 0.30 ft, the adjustment table to be used should be Target 75 Pay Adjustment or Percent Improvement Pay Adjustment. Which table will be applied for this project? Can you please define "Total Asphalt Thickness"? Does this include only new AC placed under the contract, or does this include existing AC?
2. In many areas along the NB side of the project, the existing hillside has sloughed off covering some or all of the existing HMA dike and shoulder. To remove and replace the HMA dike, place imported borrow, and to pave the new HMA on the shoulder this material will need to be removed. How will the removal of this material be paid? Can this material be deposited within the Caltrans ROW inside the project limits?

Response #2:
1. Paragraph 2 applies to new pavement construction. It does not apply to overlays. Therefore, paragraph 2 does not apply to this project.

Per the HMA Pay Adjustment table, for Total Asphalt Thickness less than 0.30 ft, the applicable sections are 39-2.01A(4)(i)(iii)(B) and 39-2.01A(4)(i)(iii)(C). Use the tables in these sections.

Total Asphalt Thickness is the total HMA thickness to be placed and includes only new AC placed.

2. Please bid per the current contract plans.
