Inquiry #1: Please provide a design for Precast Prestressed Wide Flange Girder (CA WFG) for this bridge. We no longer have casting bed to make a 4’-6” “I” girder. A 36” tall CA WFG should be sufficient for this bridge.

Inquiry #2: On the Special Provisions (02-0H9004sp.pdf) for the project, it appears that Section 13: Water Pollution Control only has the corrections to the section and not the actual section itself. Can you please update the Special Provisions to include a completed Section 13 for the specs?

No update is required, please bid per the current contract documents and refer to the "Organization" section in the Notice to Bidders and Special Provisions. The Standard Specifications may be viewed at the Department's Office of Construction Contract Awards website.

Inquiry #3: Section 13-12.03A states; "Construction, use and removal of the TCDS is restricted to the time period between May 01 to October 31, 2020", which seems contrary to Drawing Sheet WPCD-1 Note 2 which states; "Do not construct TCDS before July 1, and return flow to the channel by October 15". Can you please clarify the correct dates for the Temporary Creek Diversion System?

Response #2:
Note 2 on sheet WPCD-1 applies to the options shown on that sheet. These option are based on flow data between July 1 and October 15. See "Seasonal Hydrology for Mill Creek" in the Information Handout for calculated flows for different work windows. However, you are responsible for submitting a TCDS plan under section 13-12.01C(1) of the Special Provisions. Your TCDS plan may vary from what is shown on WPCD-1, but must be authorized by the Engineer. The dates in section 13-12.03A come from work windows in the PLACs.

Inquiry #4: If RSP and aggregate material encountered within the channel excavation is deemed suitable for re-use in the engineered RSP streambed materials, will the quantities be paid for in both the channel excavation and appropriate RSP items?

Response #2:
Section 6-1.03 of the Revised Standard Specifications allows for the use of local materials. If material is excavated under the Channel Excavation bid item, it would be paid for under that bid item. If it is suitable for use in on of the RSP bid items and is incorporated in the work, it would be paid for under that RSP bid item also.

Inquiry #5: Will the remainder of the wide shoulder east of the tree stockpile area shown on Sheet L-1, currently containing aggregate stockpiles, be cleared and made available for the contractor's exclusive use?

The wide area east of Mill Creek is not available for the contractor's exclusive use, but may be used in coordination with the Caltrans Pulga Maintenance Supervisor.

Inquiry #6: 1) The construction stages provided don't appear to adequately accommodate the construction of the detour, (particularly from "D1"-station 10+00 to 12+00) where only one lane of travel way will be available. Additionally, the 0'-15' cut for the detour is shown to catch at the existing "M1" line immediately adjacent to the one lane of traffic without the protection of railing. Similar staging also appears necessary to refill the detour cut prior to completing the mainline roadway. Can additional staging details and quantities be provided to accommodate the detour construction and removal?

2) Is the embankment to refill the detour cut between "D1"-stations 10+00 and 12+50 included in Bid Item 36- Roadway Excavation (Detour Removal), and if so can an embankment(N) quantity be provided?

1) Please bid per the contract documents.

2) The quantity of material to be excavated during construction for this portion of the detour is shown on the bottom of sheet SCD-1. The project will produce excess material from other bid items, sufficient to backfill the detour to the original contours. Please refer to section 19-2.03B, Surplus Material in the Special Provisions. "Ensure enough material is available to complete the embankments before placing the material at other locations on the job site or disposing of it."
