Inquiry #1: On page 16 of 147 in the Revised Standards Section 12-1.04 Payment: it states "Not Used". Does this mean that 50% of the flagging cost is no longer reimbursed?

Inquiry #2: On sheet 16 of 147 of the Revised Standards included in the special provisions 12-1.04 Payment states not used.
Is it the states intention that 50% of the flagging cost is no longer going to be reimbursed, as was provided in that section of the 2018 Standard Specifications?

Inquiry #3: Reference is made to sheets 5 and 6 of the contract plans. With regards to the use of speed reduction signage and portable radar speed feedback systems (PRSFSS), is it intended to reduce the speed for the length of the project as shown on CS-1, and then use PRSFSS and speed reduction signage again for every flagging closure. It seems redundant to use a speed reduction when traffic speeds are already reduced. It's also possible it is intended to reduce traffic speeds a second time on the approach to a lane closure, but this is unclear.
