Inquiry #1: Does the Stress Absorbing Membrane Interlayer go between the existing asphalt and the Hot Mix Asphalt Leveling Course? Or is it between the leveling course and the HMA Type A?

(#1)-The Stress Absorbing Membrane Interlayer (SAMI) is placed between the Leveling Course and the HMA (Type A). Bidder's attention is directed to plan sheet X-1 (Typical Cross Sections), C-1 (Construction Details), and C-2 (Construction Details).

Inquiry #2: Would the state consider changing standard specification 37-2.05A General Section 37-2.05 includes specifications for placing stress absorbing membrane interlayers (SAMI). Comply with section 37-2.04 except a flush coat is not required. Traffic must not be allowed on a SAMI

Inquiry #3: Based on the pavement thickness of the bid items for: Replace Asphalt Concrete Surface(0.25), HMA Type A(0.15), and HMA Leveling(0.04). The standard specifications will require the contractor to create and verify 3 different mix designs. In lieu of doing this would it be acceptable to use the Mix design from the Type A in the Replace Asphalt Concrete Surface Bid item, or will we be required to create a 3/4" mix design for such a small quantity.

Inquiry #4: 39-2.01A(4)(i)(iii)(C) Acceptance Criteria using Percent Improvement and determining the target MRI for Smoothness Acceptance. The NB lane average MRI is a 205.20 in/mi. and the SB lane average MRI is a 208.61 in/mi.. With leveling and chip seal not being an opportunity for smoothness, how does the state propose a contractor to achieve a 53% improvement by 1 single 0.15’ lift of asphalt? With normal paving practices, this is not possible without accruing 400k in diamond grinding and smoothness dis-incentives.
In addition, the road falls into a canyon from mile post 5.0 to 8.3 and is very twisting and curvy. Smoothness may or may not be achievable without the curve radius data that has not been provided for this contact. Is it safe to assume the IRI smoothness specification will be waived from MP 5.0 to 8.3.
