Inquiry #1: When examining the site I happen to notice site 8, PM 71.41 wasn't where I thought it should be. I found PM 71.47 and also PM71.34 but nothing in the middle. Can you confirm that PM 71.41 is the mile marker we are bidding on?

Response #2:(BI#3)-May 15 - October 15 is not for clearing and grubbing, these dates are for working in drainage channels as specified in section 10-1.03 of the special provisions.

Clearing and grubbing must not interfere with nesting birds. Refer to section 14-6.03B of the standard specifications for bird nesting dates: “The Department anticipates nesting or attempted nesting from February 1 to September 30”.

Clearing and grubbing may take place outside of these dates, between October 1 – January 31.

Inquiry #4: The special provisions section 14-6.03A identifies Location 2 and Location 3 as species protection areas. In the information handout, the California Department of Fish and Wildlife Permit No. 1600-2021-22899-R1 points out that post mile 71.56 or location 9 is the permitted species protection area. The California Department of Fish and Wildlife Permit does not mention Locations 2 and 3. Should locations 2, 3, and 9 be considered species protection areas?

Response #2:(BI#4)-Location 2 and 3 are Species Protection areas for Federal protected species, (northern spotted owl) requiring noise level restrictions as outlined in section 14-6.03A of the special provisions.

For location 9 Species Protection, California Department of Fish and Wildlife has jurisdiction.
All three locations are areas of species protection, but for different species.

Inquiry #6: Section "19-15.01D(5)(c) Subsurface Movement Monitoring" states:

A) Subsurface movement monitoring is required if:
1. Bore diameter is greater than 48 inches
2. Minimum vertical distance between pavement surface and top of culvert is less than 8 times the bore diameter.

Does this mean that monitoring is needed only if 1 and 2 are true, or is monitoring required if at least one of the two is true?

B) This section also states that:

Install in-place inclinometers with MEMS or ShapeArray to monitor subsurface movement at:
1. 6 feet above the crown and along the center line of the culvert or pipeline
2. 6 feet above the crown and 5 feet away horizontally from the spring lines of the culvert or pipeline.

Could you please confirm that the ShapeArray needs to be installed horizontally (parallel to the culvert)?

Lastly, does Caltrans require a specific sensor spacing (e.g., 1m, 5m, 10m)?

Inquiry #7: Under section 17-2.03C 'Grubbing' item #5 states that the contractor must remove "stumps and roots completely where work includes... cutting into slopes of original hillsides, old or new fill". This is obvious at locations #1 and #3 where we will be placing the new access roads/ embankment material. The question pertains to location #2. Are we to remove all of the stumps located within the western clear and grub boundaries i.e., stations B1 3+74 to B1 6+70 or can we cut all of those tree stumps off 1ft above original ground?

Inquiry #9: The Specs- Information Handout has a section going over the geotechnical data around the bore locations, however, they do not have any bore logs to accommodate the reports. Would you be able to provide these or somehow get ahold of them? These reports describe the ground conditions but we will need the bore logs to get a more accurate estimate for you especially since there are cobbles and boulders in the area.
