Inquiry #4: The TCE in the vicinity of the Retaining Wall is laid out from the "A1 Line"

The Retaining Wall is laid out off of the "RW1 Line"

The Construction Details Sheets correlate the "RW1 Line" to the "L2 Line"

The Project Plans do not provide a correlation between the "A1 Line" and the "L2 Line" or the "A1 Line" and the "RW1 Line".

If the "Plan View" shown on Sheet 92 is scaled, it appears that the TCE is +/- 34ft from the "RW1 Line".

OSHA regulations require an engineered assessment for cuts over 20ft tall. Best case scenario this would be a 1:1 cut.

The Cross Sections provided show a cut at +/- 1:1.6 (H:V), but does not show the TCE.

The "Typical Section" detail on Sheet 92 (which is not to scale) shows a cut line at 1:3/4 (H:V) from the TCE, but does not show where the cut line would intersect at the Retaining Wall.

Please provide a dimension from "RW1 Line" to the TCE or some sort of reference. Also please confirm the TCE will be the limits of the excavation.

This is needed to accurately assess if shoring will be required for the back side of the Retaining Wall.

It is also needed to accurately assess how much material will be excavated since the pay quantity for Structural Excavation is determined by the limits listed in Standard Specs.

Inquiry #5: Project Special Provisions Section 77-1.03A specifies "Obtain permits required from the City of Redding".

Please provide a list of permits and the fees associated with them for this project.

Inquiry #6: There is what appears to be a communication line that has a terminating pole near the beginning of the Retaining Wall.

This pole will likely be undermined by the excavation and should be relocated.

Who owns this pole, how much notification will be required to move the pole, how long will it take to move the pole and how will this be paid?

Inquiry #7: The Encroachment Permit requires the Contractor to notify "Shascom, RABA, and nearby business / residents" 72 hours before starting work. The Special Provisions and Standard Specifications are void of any requirements.

Is there any requirement for maintaining access for residences and businesses affected by the Contract work?

Specifically, is there are requirement for maintaining a passable driveway for the businesses that will be affected by the stage construction?

Inquiry #8: Special Provisions Section 12-4.04C specifies that only 1 block may be closed at a time.

The Traffic Handling sheets lay out the stage construction.

There is currently no sidewalk at the location of the Retaining Wall, but it is incorporated into Stage C.

Will it be possible to work on the Retaining Wall during other stages of construction?

Inquiry #9: Section 19-3.04 in the Special Provisions states “Pervious backfill material placed within the limits of payment for retaining walls is paid for as structure backfill (retaining wall).”
Please clarify if the pervious backfill behind the retaining wall is paid for under Bid item 21 Structure Backfill (retaining wall) or Bid item 22 Pervious Backfill.
