Inquiry #1: Section 39-3.02B of the Standard Specifications calls for either PG 64-10 or PG 64-16 asphalt binder for the replace asphalt concrete surfacing. The Special Provisions call for PG 64-28M for the type A HMA. Can the 64-28M be used for both the type A HMA and replace AC surface?

Inquiry #2: Paragraph 2 under section 39-2.01A(4)(i)(iii)of the Special Provisions states the Department determines smoothness pay adjustments using Target 60 Pay Adjustment table in Section 39-2.01A(4)(i)(iii)(A). The HMA pay adjustment table at the top of page 27 references different spec sections based on the total asphalt thickness and the exist or baseline MRI. Please clarify if we are to figure using the Target 60 or if it will be dependent on actual MRI for pay adjustment (Target 60, 75, or % improvement). Also please clarify is total asphalt thickness is for the overlay and not the total section of existing AC plus the overlay.

(BI#2)-Section 39-2.01A(4)(i)(iii), paragraph 2 is applicable only to pavement on a “new alignment or realignment”. Paragraph 3 is applicable to pavement constructed on existing pavement surfaces and the pay adjustment is determined by the table “HMA Pay Adjustment”. Total asphalt thickness shown in the “HMA Pay Adjustment” table refers to the Hot Mix Asphalt thickness (Per the Title of the Table) and does not include the existing pavement thickness.

Inquiry #3: The gradation for the shoulder backing has been changed for this project. We see a few potential issues with the revised requirements in the Special Provisions. Typical sections in the plans show a thickness of shoulder backing of 0.1’, which is quite thin for the gradation specified above, and may inhibit adequate compaction along the shoulders. The specified sand equivalent value between 20-35 is well below typical values associated with plasticity Index (PI) results in the range of 0-5. PI results in this range typically correspond to materials with a very clean and granular make up, which generally have high sand equivalent values. If reclaimed asphalt concrete, PCC, LCB, or CTB were to be used does the final product still have to meet sieve requirements of the Special Provisions? Will Caltrans accept shoulder backing that meets the requirements of 2018 Standard Specifications in lieu of the Special Provisions.

Inquiry #6: Will Caltrans accept Shoulder Backing material that meets the SE or the PI for Shoulder Backing, but not both parameters for the 02-2J0004 project? We cannot find any aggregate producers that can make the specified product.
