Inquiry #2: Besides the specified testing/cycling of the movable bridge, it is our understanding Specification(s) Section 99 Building Construction acknowledges the bridge will not be functional throughout performance of the main scope items of work: 1) Replace all counterweight wire rope assemblies and raise the counterweights; 2) Replace all electrical traveling cables; 3) Replace air compressors for pop-up barriers; 4) Inspect and lubricate balance chains; 5) Replace guide show that limits the bridge movable span lateral movement; 6) Inspect counterweight sheave bearings; 7) Level and adjust the bridge movable span and counterweights for balance; and 8) Replace decorative light fixtures around the perimeter of the control house. Please confirm the bidders understanding above or clearly state alternate requirements so that the contractor can account for them in its bid.

Originally it was anticipated that the bridge will be non-operational for vessel traffic from 06/13/2018 to 07/18/2018. Since the initial estimate it has been discovered that the capacity of the existing backup lift system is subject to an unforeseen performance degradation. For your situational awareness, this development will likely result a negative operational impact on the capacity of the bridge to accommodate vessel traffic. If there is a loss of power for whatever reason opening/reopening the bridge during a loss of power may not be possible.
