Inquiry #1: We request that the state include Cold In-Place Recycling with Foamed Asphalt (CIR-FA) section 30-6 as an alternative to Cold In-Place Recycling with Emulsion section 30-5 on contract No 03-0G9904.

CIR-FA is a practical alternative to CIR with Emulsion and there are several companies that currently have the resources to produce CIR-foam; by including it as an option it would allow for a more competitive bidding environment on this contract.

Inquiry #2: With the recent determination by DIR that off haul of asphalt and concrete is now covered work, will Caltrans enforce the payment of prevailing wages for off haul trucks on this project?

(#2)- Yes. Caltrans will and does enforce the payment of all prevailing wages in accordance with current Department of Industrial Relations wage determinations.

Inquiry #3: Reference Plan Sheet Q-2 (Summary of Quantities), specifically the table titled "AC Pavement Repair". For the pavement repair lengths / widths provided in the table, nearly every repair has incorrect quantities listed in the table (SQYD of cold plane, TN of HMA, etc,..). The subtotals / total appear to reflect the summation of these line items. Please revise / correct the quantities shown in the table and issue a new plan sheet table with adjusted bid item quantities as applicable.

Inquiry #4: We request the working days allowed be increased. The 45 to 60 working days allowed is not achievable with 17 prepaving grinding days and only 1 lane closure allowed at a time. Please increase the minimum to at least 75 working days and / or allow 2 closures to be utilized concurrently with a minimum spacing between closures.

Inquiry #5: Some of the existing guardrail and posts look to be painted. Has the paint been tested to confirm if lead is present? Are there any special requirements for removal and disposal?
