Inquiry #1: The Departments attention is directed to the bid item requiring the contractor to remove existing thermoplastic traffic stripe by waterblasting. Waterblasting has been proven to be destructive to the asphalt pavement surface, particularily open grade, as the asphalt is eroded under high water pressure at a substantially quicker rate than the thermoplastic. It is not typical for the Department to direct the means and method of construction. If the contractor can prove the thermoplastic can be removed by alternative means that does not damage the pavement surface, will the Department allow such means and method?

Inquiry #2: Item 15 calls for the stripe removal to be water blasted. This project is a remove and replace striping project and the stripe removal is for surface preparation. Grinding is far more efficient and cost effective and does an excellent job of preparing the surface for thermoplastic installation.Water blasting will create a number of unnecessary problems, the wet surface will either not allow stripes to be replaced on the same shift or will drastically reduce the amount of striping that can be replaced and or installed temporarily resulting in additional days of work and unnecessary delays to the motoring public. Please consider changing item 15 to item code 846030 remove thermoplastic traffic stripe.
