Inquiry #1: Is there a dump site near or around the job site for temporary storage of old culverts and headwalls? In addition, is there a spot to permanently dump any soil not reused by the contractor? Is there a place that can also be used as a staging area for contractor equipment and supplies?

(1)The state is not aware of a dump site near or around the job site for temporary storage of old culverts and headwalls.

(2 )The handling , removing, and disposing of earth material should comply with section 7-1.02K(6)(j)(iii) of the special provisions.

(3) Regulated species are within and near the work sites, refer to section 14-6.03A of the special provisions. At this time, no cleared areas are available for staging for contractor equipment or supplies.

Inquiry #2: Are there any erosion control requirements for this project? There are no line items related to erosion control, or mention of it in the Special Provisions.

(#2)-Correct, there are no permanent erosion control items in the contract.

Standard specification section 9-1.03 Payment Scope, second paragraph, states:
The Department does not pay for your loss, damage, repair, or extra costs of whatever character arising from or relating to the work that is a direct or indirect or indirect result of your choice of construction methods, materials, equipment, or manpower, unless specifically mandated by the Contractor.

The handling of any exposed soils should be included in and comply with the water pollution control plan.

(#3)-For this size project, it is typically 2 months from Bid opening. The estimated start of work would be the second or third week of March depending on the length of the award process.

Inquiry #4: There is no line item for minor hot mix asphalt. Also there is not an (N) itme listed on the plans for minor hot mix Asphalt. Page DD-1 shows 6" of new minor HMA. Was this a mistake or is the contractor required to replace the old asphalt as a part of another bid item?

Response #1:
(#4)-Under section 15 EXISTING FACITLITES of the standard specifications, Section 15-1.03A, it states:
"Backfill trenches, holes, depressions, and pits caused by performing work on an existing facility. In an unsurfaced area, backfill with embankment material under section 19, In surfaced areas, back fill with material equal to or better than the surrounding material..."

The new HMA over the culvert is part of the bid item for replacing the culvert.
