Inquiry #1: Section 30-5.02E "Emulsified Asphalt" for the CIR process is an environmental cure and requires sunlight and warmer temperatures to cure. Per Charts K1 & K2 on pages 16 of the specifications, lane closures will only be allowed during the evening hours. Cure time wouldn't start until sunrise, meaning lanes will not be open to traffic until the later morning hours. Can the CIR scope be performed during the daytime hours to allow for proper curing of the CIR and to allow opening the road to traffic after each shift?

Inquiry #2: Cold In Place Recycling calls for the Emulsion method which is an environmental cure needing sunlight to set up. The working hours for this project per Chart K1 & K2 on page 16 show evening ours for lane closures. Under this CIR method, the CIR surface will not start to cure until sunrise and will take a few hours of sunlight before traffic will be allowed on the CIR surface. Can the lane closure hours in Chart K1 & K2 be changed to sunlight hours? Otherwise, how will we open the roadway to traffic at 6AM each shift since the CIR will not have cured to allow for traffic?

Inquiry #5: Section 12-4.02C(7)(b) states lane closures to be a maximum length of 1 mile. Will the District allow a 1.5 mile closure for the for work inside a closure as well as one-way -reversing traffic control? This will drastically reduce the number of working days, joints, public inconveniences and costs.
