Inquiry #1: Caltrans has this listed that only a Class A contractor can bid on this project. Typically Caltrans has a list of Class C license that can also bid. Will Caltrans be considering a change to specifications to allow smaller contractors bid on this project? There is a similar project 03-2G5604 that has the following verbiage. "The Contractor must have either a Class A license or any combination of the following Class C licenses
which constitutes a majority of the work: ."
