Inquiry #1: In Erosion Control Tables on Sheet No. 80, what is the difference between Steps 1 (Compost) and 2 (Incorporate Materials) since the material of the Incorporate Material is made up of only Compost? Is the application of the Incorporate Material (Step 2) 4-times more than that of Step 1?

Response #2:
Step 1 applies a 1" compost blank on the designated areas. Step 2 integrates the 1" compost blanket into native soil or imported embankment 3" below the applied compost blanket (4" total depth) to enhance the soil fertility for erosion control establishment.

Inquiry #2: Question #1) There is no fixed information regarding the settlement period, is this information going to be furnished?
Questions #2) On plan sheet #32 (SC-1) - stage 1 work list - paragraph #5 has the surcharge to be in-place not to exceed one year, will working days be charge during this time? If so the working days for this project even with the maximum of 145 working days is not realistic.

Response #2:
1) Attention is directed to the Geotechnical Design Report in the Information Handout suggesting that the settlement period should be 6 months. The settlement period is dependent on the settlement rate, which is not to exceed 1 year, see sheet 32 of 169 of the plans. If settlement is reached prior to this time, and authorized by the Engineer, the settlement period may end sooner.

2) During the settlement period, when no work is to be done, working days will not be charged. Attention is directed to the Geotechnical Design Report in the Information Handout, Construction Considerations #12, "During the settlement period, large equipment and/or heavy loads shall not be stored on the embankment, which could cause differential settlement."

Inquiry #4: In the Special Provisions, Section 5-1.25A "General" It states in two paragraphs ( #2 & #3 ) that a GNSS Rover is to be furnished to the department. Is the Department wanting One or Two rovers to be furnished??

Inquiry #5: Special Provisions Section 8 Prosecution and Progress, paragraph (#5) it states that "If the submittals for Contractor-supplied biologist and biological resource information program are authorized, you may enter the job site only to measure controlling field dimensions and locate utilities. "

Is a Contractor-supplied biologist required for this project? What is the method of payment? What are the requirements and specification for the biologist?

Inquiry #6: Sta 13+00 to 19+00 Right the proposed toe of fill looks to encroach into the existing farmers road and removes access to the facilities onsite. Is the Contractor required to build another road outside of the toe of slope to maintain access to the facilities? If access needs to be maintained, will a pay item be added to the proposal and a specification on how to construct the access road?

Inquiry #7: STA 271+50 to 272+00 Left the toe of fill looks to encroach into the root system of the two existing trees and will impact the installation of the vertical drains. Can the two trees be removed and will a tree removal item be added to the bid item list?

Inquiry #8: I wanted to write to see if Cal-trans would give consideration to an alternative solution that is utilizing portable traffic signal system units including wireless vehicle detection systems. In addition the portable units will be capable of Real-Time Traffic Management System Dashboard web-page so that Cal-trans can monitor the signal system and traffic in real-time. With a built-in Cellular network, services are able to remotely monitor, program, configure, and control the temporary signal system.
