Inquiry #2: Section 19-7.02A of the Special Provisions talks about an import source source shown on the plans. I can't find what this section is talking about, can you point me in the right direction. Also, the quantities show that all of the excavation is to be used as Embankment, looking at the rock formations it appears that this may not be suitable materials for all of the embankment.

Inquiry #4: Would Caltrans consider providing a bid item for Slope Scaling? After a site visit was completed and looking through the Informational handout. It appears there are a lot of boulders and looks rock that have the potential of randomly releasing and or falling with minimal vibration. For the safety of the construction team and traveling public it would make sense to do this scope before hand. Due to a lot of unknowns would Caltrans consider doing this as a Time and materials scope?

Inquiry #23: Special provisions section 72-7.02A page 62, requires the “RSP to resemble eroded river cobble, with rounded corners and edges, consistent with the existing streamed material.” The majority of existing RSP has angular edges and corners and are not eroded river cobbles. Please remove this requirement from the special provisions or provide a source who can provide this material. Local RSP suppliers process this material from hard rock quarries and produce RSP with angular edges and corners only.

Inquiry #30: Do to the complexity, unknown geologic dynamics and height of portions of project slope excavations, 20 Minute road closures appear to be insufficient to complete a responsible post blast slope evaluations prior to allowing travelling public through the work zones.
Best case time to cover blasting event: -12 Minutes (hold traffic, 5 minute blast warning sequence, 5 Minute required post firing wait period, confirmation of completely fired blast sequence).
This leaves 8 Minutes to evaluate the safety of remaining and existing material on slope in blasted area and then clear the travelled roadway of potential debris prior to safely allowing public traffic through the work zone. The Geotech Report describes challenging geologic formations that have potential failure behind, above and below design excavation lines. How will the blast windows be adjusted to accommodate for adequate post blast slope evaluations?

Inquiry #32: Will Caltrans be removing the Trees for the contract. The CDFW permit states that tree cutting activity can only occur between October 1st and January 31st. This contract will not be awarded in time for this to occur. Also, CVRWQCB permit says that No Ground Disturbance will occur during the Wet season. Is that only related to the creek diversion or is that all onsite activities?

Per the CDFW, the period between Oct 1 to Jan 31 is used to avoid bird nesting. Section 14-6.03D of Special Provisions shows the requirements for your Biologist, which includes bird nesting surveys. Hence, if no nesting birds are discovered, tree cutting may commence.
The "Project Description" section of the CVRWQCB is referring to activities impacting waters of the state at three locations: Drainage System 7 at PM 46.30, NFFR at PM 46.44 and Bear Ranch Creek at PM 46.44. If activities don't affect the waters of the state during the wet season, you can perform the work.

Inquiry #36: The CDFW ITP and 1600 states that working days are 368, requiring daily monitoring. Is this the correct amount of working days requiring daily monitoring? The Caltrans page states 695 days.

The CDFW 1600 states that a Rare Plant Survey preconstruction survey is required, the blooming period for that species is May - Oct. Has Caltrans conducted these surveys, or does the Contractor Supplied Biologist need to provide this service? If occurrences are found, Caltrans would need consult with CDFW before starting construction activities. The survey for the flower can not be done until May at the earliest.

The 401 Water Quality Certification requires Type 1 Monthly Reports (24 total) and Type 8 biweekly monitoring reports ( approx. 48 total for 2 seasons) including an initiation and completion notification for in-water work/diversions. The allotted 26 reports for Bid Item 34 does not suffice the total quantity of reports required for compliance monitoring. Does this need to be amended, or proceed with Bid Item 34 to include only the Type 1 Monthly reporting?

Inquiry #45: Referring to response #2 of bidder inquiry #30. In the states response, the contractor now has less days to do any controlled blasting on the job. While the additional 10 minutes of traffic stoppage will help these operations, making blasting operations only possible on Friday's will significantly affect the schedule for the project, and cost the state more money. Please consider changing traffic chart L1 back to the contractors being able to do any blasting operations T-TH with the same time frame of hours, keeping the 30 minutes of traffic stoppage time that was added in addendum 3.

Item 45 Structural Excavation Rock 50 CY
Boring Log Sheet 23 of 23 (123) indicates 2 borings ~6 Ft lt centerline. Indicate wet ~ El. 1452. Bottom of footing 1457.5.
Please clarify how these two quantities were quantified, the extent of the rock, and why the non-rock excavation is classified type D.
Additionally, if structure excavation requires blasting, has consideration been given to the integrity of the masonry box culvert. Has damage to stage 1 bridge been considered if blasting is required for structure excavation stage 2.
We would suggest a temporary bridge be added with a reasonable road closure to excavate bridge foundations in one operation. As previous inquires have indicated, sufficient time has not been allowed when the nature of this project is considered.

Inquiry #53: Addendum #3 replaced Special Provisions, Section 12-4.02C(3)(b) and 12-4.02 C(3)(I). The first paragraph of 12-4.02C(3)(b) states that “During blasting activities, you may close SR 70 and stop traffic for periods not to exceed 30 minutes.” 12-4.02C(3)(I) Chart No. L1 changed the highway closures from Tue thru Thur. to closures only on Fridays. Is it your intention to only allow blasting activities on Fridays? Please revise this chart to allow blasting activities to happen Monday thru Friday.
