Inquiry #1: Should the Hot Mix Asphalt (Type A) - bid item #23, be considered miscellaneous paving since it is outside the travel way? If so can the state add a bid item for "miscellaneous paving area".

The Hot Mix Asphalt (Type A) - bid item #23, is not considered miscellaneous paving since it is within the traveled way and shoulder.
