Inquiry #1: 1. Will a portable CMS board be required for one day events where we are doing a rain event check or a plant establishment check that requires a one day site visit? In other words, once the majority of the work has been completed and we are spot checking for plant establishment, will a CMS board need to remain on the project for the duration of the plant establishment?

2. Since vegetation clearing is to be conducted between Oct 1 to January 31 due to nesting birds, has a pre-construction biological survey already been done by Caltrans?

3. The informational handout indicates that clearing & grading will be conducted between April 15 & October 15, is it the intent to award the project this winter and commence construction activities in April?

Response #2:1) The intent of the portable CMS board is to provide motorist with information about major events during construction that will affect traffic. They are not intended for minor work/post construction activities such as checking on plant establishment.

3) It is the intent to award the project this winter and to begin any ground disturbing construction activities after April 15.

Inquiry #2: 1) Will the client stake out construction limits and swale alignments for the contractor prior to mobilization and during construction activities?
2) Is the 800 LF of temporary railing (K-rail) to be located on the shoulder for the whole duration of the project/construction activities?
3) Is the work to be performed during day or night shift?
4) Are there any working hour restrictions?
5) Where can water for dust control be obtained?
6) During a site visit we noticed an existing degraded surface laid 12” CSP pipe leading to the G2 drop inlet. Per Design Drawing DP-1, the existing 12” CSP pipe is shown below grade. Are there two pipes to be removed?
7) Per Design Drawing Detail WPC-1, are temporary BMPs to be implemented prior to a rain event? Or will they need to be installed after mobilizing to the site?
8) Per Bid item #43 Miscellaneous Iron and Steel (236 LB), does that include the Type 36R grate? Or for other steel components onsite?

Response #2:1) Yes. There should be construction staking prior to construction activities.

2) Yes. The K-rail should remain in place for all of the construction activities.

3) Any work that is behind the k-rail and off the roadway can take place during the day. Any work that requires a lane closure must take place at night according to the Lane Closure Charts in Section 12-4.02C(3)(g) of the Special Provisions.

4) Whatever is stated in the Special Provisions and Std Specs.

5) Submitted for consideration.

6) We believe that there is only one pipe to be removed.

7) The items for Temporary Cover, Temporary Hydraulic Mulch (BFM), Temporary Check Dam and Temporary Fiber Rolls are to be implemented prior to a rain event. The other BMP items are to be installed after mobilizing to the site.

8) Bid Item #43 Miscellaneous Iron and Steel covers only the 36R grate. All other steel components are covered by other bid items.

Inquiry #3: Does the project require DBE or DVBE outreach, or both? The Notice to Bidders sheet indicates a DVBE goal, but no goal for DBE. The Special Notes sheet indicates DVBE and DBE requirements. Please clarify these requirements.

Inquiry #4: In reference to our previous inquiry, the Caltrans Rolled Erosion Control guidelines call for three types of netting. Due to the nature of this project (slope & method of EC application in conjunction with hydroseeding), it appears that the intent is to use the Type B Method of REC Netting which would correspond with 20 oz netting. Please confirm.
