Response #2:Crack treatment is to be performed following the cold planning operation according to the contract. Geosynthetic is still required per the structural sections shown on the contract plans. Per Section 39-2.01C(3)(g) - Geosynthetic Pavement Interlayer, cracks are to be repaired prior to placement of Geosynthetic Pavement Interlayer. Crack treatment is paid on Item 34. In a single shift the contractor will cold plane, if there are visible cracks place crack treatment, place tack coat, place geosynthetic pavement Interlayer as required and pave the asphalt layers.

Response #2:Yes. That track is currently in service and will require flagging. Spec 5.120G makes reference to the two locations. The information handout (see “INFORMATIONAL HANDOUT RAILROAD COORDINATION REQUIREMENTS”) also references the two railroad crossings that require coordination.

Inquiry #23: The responses to bidder inquiries #2 and #5 regarding utility adjustment and smoothness are in conflict with each other and with the standard specifications. We understand that a 12’ straightedge will be used to measure smoothness. However, the existing utility frame and covers are in conflict with the smoothness requirements. The existing utility frames and covers are often at different grades or slopes than the design grades and slopes for the RHMA-G. Leaving these existing utility frame and covers at their original grade will make smoothness impossible to achieve to specifications. These are not isolated issues, there are close to 600 manholes and utility boxes within the cold plane and overlay limits.

Furthermore, Caltrans standards do require this, section 71-5.03B requires existing frames and covers to be lowered before cold planing and raising after paving or surfacing. Section 71-5.04 says there may be payment items or it can be paid within the paving item. Bid items should be used to provide a level bidding field and provide an accurate bid for the project. Caltrans has a precedence for utilizing bid items on similar projects. Project 04-2K7104 on Hwy 61 in Alameda bid earlier this year and had an almost identical scope. Various bid item codes were used depending on the utility to be adjusted, and the items were included in the summary of quantities on the plans. We reiterate that existing utility frame and covers need to lowered and raised, and bid items need to be added for this scope.

Inquiry #27: Based on your responses to Bidder Inquiry #5 and Bidder Inquiry #8, does Cal Trans feel they have submitted their pre bid smoothness data based on the requirements of section 36-3.01D(3)(b) Smoothness Measurement?

The only exclusions we have recognized on Cal Trans data would be the Speed dropouts when Cal Trans had to come to a stop due to the multiple intersections. These speed dropouts show spikes in the 1200 IRI's that are not fully excluded in your data, which have inflated the current smoothness data. (I urge you to look at your Continuous IRI report graph).

Based on Section 36-3.01D(3)(b) mentioned above does Cal Trans feel they have presented the bidders with Accurate profile data by not excluding any intersections, utilities, bridge decks, etc.?
