"Section 7-1.02K(6)(j)(iii) includes specifications for handling, removing, and disposing of unregulated earth material containing lead. Management of this material exposes workers to health hazards that must be addressed in your lead compliance plan. This material contains average lead concentrations below 80 mg/kg total lead and below 5 mg/L soluble lead and is not regulated by DTSC as a hazardous substance or a hazardous waste. This material does not require disposal at a permitted landfill or solid waste disposal facility. The RWQCB has jurisdiction over reuse of this material at locations outside the job site limits.

Unregulated earth material exists throughout the job site.

Lead is typically found within the top 2 feet of material within the highway. Reuse all of the excavated material on the right-of-way.

Handle the material under all applicable laws, rules, and regulations, including those of the following agencies:
1. Cal/OSHA
2. CA RWQCB, Region 2, San Francisco Bay"

The Bidder should bid accordingly.

Inquiry #3: Please confirm if a contractor supplied biologist is required for the Biomonitoring and Bird Protection bid item. 14-6.03A States
"4. During bird-nesting season, February 1st to September 30th, do not disturb ground,
remove vegetation, prune plants, saw cut or grind pavement, or work on existing
structures without authorization:
4.1. Notify the Engineer to allow bird survey of the job site by the Department's biologist:
4.1.1. 10 days before starting initial work.
4.1.2. 5 days before resuming work.
4.2. Authorization is valid for 72 hours whether or not you perform the work."

Inquiry #4: As a follow up to the Inquiry #1 response, Caltrans states " Reuse all of the excavated material in the right-of-way". The Summary of Quantities shows that there is 2,850 CY of Roadway Excavation and 850 CY of embankment, leaving a balance of 2,000 CY. Is all of this excess material to remain on site? If so, where in the right-of-way is the material supposed to be placed? Please advise.

Inquiry #5: Please clarify which Method is to be used for Rip Rap placement. Plan Sheet X-1 shows RSP (1/4 T, Class V, Method A), however, the table in Standard Specification Section 72-2.02B shows that Class V 1/4 Ton Rip Rap is Method B placement.

Inquiry #7: On Plan Sheet WPC - 1 and 2 there is ESA areas that show Temporary High Visibility Fence (THVF) but there is no quantity on WPCQ - 1. Is this fence part of the contract and if so where will it be paid?
