Inquiry #3: Please confirm which Method is to be used for Rip Rap placement. Plan Sheet C-1 shows RSP (1/4 T, Class V, Method A), however, the table in Standard Specification Section 72-2.02B shows that Class V 1/4 Ton Rip Rap is Method B placement.

Inquiry #4: Regarding Inquiry #2:
Does the department anticipate pushing this job to bid after the holiday? The current bid date will make the post-bid paperwork due right after the December 26th Christmas holiday. Firms will likely be short –staffed and possibly even closed for the holiday week, making it difficult to obtain written DBE confirmations. Please consider a bid date change giving contractors the proper amount of time to submit responsive post-bid paperwork.

Inquiry #5: Per section 14-6.03A of the Special Provisions, please define the bird nesting period.
"Within Species Protection Area, implement the following protection measures:
1. Notify the Engineer 20 days before start of job site activities to allow preconstruction clearance
surveys,
2. During bird-nesting season, do not disturb ground, remove vegetation, prune plants, saw cut or grind
pavement, or work on existing structures without authorization:
2.1. Notify the Engineer to allow bird survey of the job site by the Department's biologist:
2.1.1. 10 days before starting initial work.
2.1.2. 5 days before resuming work.
2.2. Authorization is valid for 72 hours whether or not you perform the work. "

Inquiry #7: After talking to dump sites and reviewing the soil analyticals in the Informational Handout and Section 7 -1.02K(6)(j)(iii) there is concern that there is not enough information to classify the soil material due to the missing STLC testing. Would it be acceptable for bid leveling purposes to classify the roadway excavation dump fees as Class 2 and a change order will be issued if the new soil testing and STLC test comes back the soil is Class 1?

Response #2:SSP 7-1.02K(6)(j)(iii) Unregulated Earth Material Containing Lead establishes that any new testing required by a landfill must be paid for by the contractor.

If the lead solubility tests performed on new soil samples for landfill acceptance define the soils as hazardous wastes, please contact the Resident Engineer about a change order.
