Inquiry #1: I don't understand why my Bidder's Inquiry (submitted 11-8) was answered with the statement "Bidder Inquiries for this EA are closed"? Would you explain?

Response #1:Your question "Is material acquisition bound to the 80 to 120 working days allowed, or will time for procurement be granted if it extends beyond those working days?" was submitted for project number 04-1J7004, which bid opened in 11/6/18.

Inquiry #2:
Will time for procurement of materials be granted, if the lead-time exceeds the number of allowed working days. I am not familiar how time constrained projects, such as this, work.

Inquiry #3: Hi, I need couple of clarifications:
1) Please explain what Cost & Time mean? I have never bid a project with this stipulation. I have asked this question on other projects, but never received a response.

2) Section 82-3.01A states Laminated Wood Posts are "Furnished", but not by who (S.F.?). Standard Specifications 56-4.02D indicates they Are State Furnished. Is that correct?

Inquiry #4: I have not performed a project on a "Cost + Time" basis. I don't understand how it works, nor where to go for information. This is the 2nd time I requested information necessary for me to provide a responsible bid. I still have no clue. Please help me understand.
Also, may the contractor use HDPE sch.40 for the directional bore's?

Response #1:a) Bid the items (Cost) and then bid the number of working days (Time) to complete the work. Download the Bid Book and it will have a line item for the days.

Inquiry #5: I submitted Inquiry #3, Item 2-Laminated posts. Your reply was that the contractor is to furnish them. I contacted the Caltrans supplier of these type posts. They will provide no less than an entire truck load of them. The reason is that the laminator WILL NOT tool-up for anything less. Too much trouble.
The two posts will actually cost tens of thousands of dollars. I'm sure this in not Caltrans intent, but you put me in a very difficult position. Does Caltrans have a source for (2) of these posts? If not, what is a responsible contractor supposed to do?
Short notice, but I don't know what to do.
