Inquiry #1: We have contacted a number of surety companies and they will not provide a bond for a 5 year plant establishment. They all will for a 3 year plant establishment.

Inquiry #2: Bid Item #20 states "Minimum Bid". What does that mean?

Response #2:Bid Item #20 “PLANT ESTABLISHMENT WORK (MINIMUM BID)” is work that is described as plant establishment work and is work for which a minimum of $164,000 must be bid (Special Provision 2-1.09 on pg. 6).

Inquiry #3: The irrigation plans show one booster pump and one tank for one of the locations. However, there are four other locations that require water trucking.
Please clarify if there should be 4 more pumps and tanks. Under what item is the water trucking being paid?

Inquiry #4: Please consider reducing the plant establishment period to 3 years.
Your response to inquiry #1 is not entirely correct.
While Caltrans may get some bids, the bonding for the 5 year plant establishment period will limit the number of bidders.
Who knows what gas will cost in 5 years?
