Inquiry #3: The Soil Investigation Report states the upper 2’ of material generated at Loc 5-1-2 & Loc 5-3 is classified as a California hazardous waste (high levels of nickel). Please state what Caltrans intends to do with this material. There is no bid item for hazardous waste disposal.

Response #2:The location where regulated levels of nickel are found is project location 3, from AS Line station 1058+00 to 1075+00. The management of this material is specified in special provision 14-11.09 Minimal Disturbance of Regulated Material Containing Aerially Deposited Lead or Nickel. The excavated soils containing the naturally occurring high levels of nickel are to be used as backfill in the excavation of origin or left in the immediate area of excavation.

Inquiry #4: There is a bid item for “Remove Concrete (Miscellaneous)” – to remove concrete inlet depressions; quantity is 4 CY. However there is no bid item for “Remove Concrete Curb” - identified on the Summary of Quantities (sheet Q-1); quantity is 67.1 CY. Should we bid the latter concrete removal under the same item?

Inquiry #5: Traffic Handling Plan Note 2 does not allow us to install Temp Railing (Type K) on the Left & Right shoulders simultaneously. However, we cannot install the WSP Trenchless Culverts and MSW PVC Pipeliners that cross the traffic lanes unless we have pits/access on the Left & Right shoulders simultaneously. Inquiry #7: Can other alternative pipeliners that conform to DIB 83-4 per section 71-3-09 and AASHTO M326 be used in place of MSW PVC PIPELINER (EXPANDABLE DIAMETER)? These liners have many advantages including environment as well as can be installed in live stream without the need for by-pass. Line items 72-77.

Inquiry #9: There is an existing concrete slab that runs along the face of the existing concrete barrier. It needs to be removed in order to install the new pipe and drain inlets (i.e. – DS 1b, 1e, 3k, 4d, 4f, 5a, 5c, 5d, 17a, 18a, 19a, 24a, 25a, 25b). Please provide a typical cross section of it. Does it project beneath the concrete barrier? Does it contain reinforcing steel? How are we compensated for this work?

Inquiry #10: Hello,

We are inquiring about the seed mix pounds per live seed per acre measurements. We believe that the seeding rates might be incorrect as our vendor believes that the seeding rates are too high on the specifications for two of the seeds. They believe that "Baccharis pilularis" and "Mimulus aurantiacus", which have a 4 pounds per live seed per acre measurement, to be 0.4 pounds per live seed per acre Please advise.

“BEND Existing Reinf INTO COLLAR AND CUT TO FIT. IF NO Reinf AVAILABLE IN THE Exist WALL, USE #4 @ 12” C-C DOWELS. DRILL AND EPOXY NEW DOWELS INTO Exist Conc.”

Drilling and Epoxy New Dowels into existing structures adds significant cost to the concrete collars.

Is there any more information available to help the contractor determine how many of the existing structures have Reinforcement that can be bent?

Inquiry #13: Location 4, where is the access to get under the bridge?
1. Can we get access to under the bridge through the Hetch Hetchy property and come in from the top and access at the gate?
2. do we have to lower everything from the freeway with a crane? Are there anchor points to tie off our equipment to do the work on the abutment slope or do we have to build our own anchors to tie off equipment.
please clarify contractors access to do the work and any potential tie off points for equipment?

Response #2:Please be aware access is possible to the work under the bridge, from Crystal Springs Road. Concerning access from the top, please see revised sheet L-17 of addendum 6 (Dated 10/14/2022) for the revised ESA WILDLIFE EXCLUSION FENCE (TYPE FROG), WILDLIFE EXCLUSION FENCE. It is also possible to lower equipment from the bridge with a crane. Please be aware that there are not tie off points on the bridge. Access through the gate from outside State right of way has not been arranged by Caltrans.

Inquiry #14: system 23, the boring machine will have to be placed in the off ramp to the Vista Point. Can you provide a closure chart for that?

typical boring unit is approx. 36 ft long, clarify what contractor is supposed to do at the locations where the concrete barrier and slab are at approx. 25-28 ft from white line to barrier. we also need room to place the krail!

Response #2:The quantity for the grout will be the actual quantity of grout that is installed. Refer to Special Provisions Section 71-3.02 for when grout should be used to fill voids and the contractor’s responsibility to record and submit grout quantity.
Filling the voids around the culvert with grout is paid for as a change order work.

Inquiry #22: The response to Bidder Inquiry #19 states Section 19-17.01D(5)(d) Subsurface Displacement Monitoring is required for this project. However, none of the scenarios described can be accomplished on this project – the 18” & 24” WSP runs only have 5.8’ (avg) cover above the crown of the culvert. If we place the monitoring equipment above the culvert alignment as described it will be suspended above the road surface. Please address accordingly.

The excavations on this project are being backfilled with slurry so the excavated dirt material cannot be reused on the job.

The special provision directs that the excavated NOA-containing materials be used as backfill where possible (e.g., downdrain excavations in the median) or left near the area of excavation/disturbance (e.g., soils from roadway shoulder excavations for culverts put in the unpaved median).
