Inquiry #2: The lane closure chart shows that we are only allowed to do a shoulder closure at certain times of the day. The existing shoulder is 8' wide. The new A2-6 curb and gutter has a 2' gutter pan and we will need an additional 6" or so to set up forms for the curb and gutter. This leaves only a 5.5' wide shoulder, which is too narrow for a vehicle to park without sticking out into the traffic lane. How are we to protect our work and provide parking in a shoulder which becomes too narrow? And in the areas with a bike lane, how do we keep from blocking most of the bike lane?

Inquiry #4: If we can only take a shoulder closure at certain times of the day, how do we barricade and post the shoulder closures to keep people from trying to park during the off hours?

Response #2:To hold the parking spaces outside lane closure chart hours, the Contractor may acquire an obstruction permit from the City of Oakland. See the City’s website at https://www.oaklandca.gov/services/obstruction-permit-traffic-control-plan-not-required. Note, the Contractor is allowed to work within the lane closure window without this permit.

Inquiry #6: The specs state that, "The DBE Contract goal is 22 percent". Does that also mean that the 22% is mandatory?

Response #2:Where there is a DBE goal on a contract, a Bidder must show that it took all necessary and reasonable steps to achieve a DBE goal or other requirement of Appendix “A” to Part 26, by their scope, intensity, and appropriateness to the objective, could reasonably be expected to obtain sufficient DBE participation, even if they were not fully successful.

Per 2018 Standard Specifications, Section 2-1.12 Disadvantaged Business Enterprises, "Meet the DBE goal shown on the Notice to Bidders or demonstrate that you made adequate good faith efforts to meet this goal."

Inquiry #7: All the question posted above need to answered ASAP. Limited shoulder closure and no lane closures will not work for this project. Due to the work area required to construct the sidewalks and curbs, parking cannot be permitted within work area until fully completed. The total available shoulder requires full closure at all times to allow safe access for pedestrian to houses and business. Lane closures will be required during hours of work to allow access for work and material trucks.

Inquiry #10: Can we push traffic into the bus only lanes during working hours so as to provide our workers a safe working area?

Response #2:Yes, when the right-most lane of the travel way is closed, per the lane closure charts, traffic may use the bus only lane. Note, this does not apply for shoulder-only closures.

Inquiry #11: Regarding the response to bid question #4.
The City of Oakland has a complicated formula for determining the cost of the permit, based on number of meters taken out of service and length of project. Please provide the contractor with a dollar amount of the permit so all contractors are using the same amount.
The response also says the contractor can work within the lane closure without this permit. If attention was given to several questions asked, the lane closure chart shown does not show that lane closures are allowed.
Both shoulder/parking and lane closures are needed to construct this project.

Response #2:Please see Addendum no. 1, with revised lane closure charts. Regarding obtaining the permit from the City of Oakland, Caltrans is relying on the expertise of the bidders to determine the permit costs. Please bid per current contract documents.

Inquiry #13: In Addendum #1, you expanded the lane closure hours to allow us to take a lane from 10PM to 6AM and 10AM to 2PM. This makes the noise control to be a critical item since now we will potentially be doing demolition, grading, and concrete pouring at night. Can you expand the daytime lane closure hours so that we can perform this work productively during the day?

Response #2:No, Caltrans believes that the lane closure hours are sufficient to do the work. Demolition and other loud work can be done during the day with current lane closure charts. Please bid per current contract documents.
