Inquiry #2: Refer Erosion Control Legend/ ECL-1, Seed mix table is 51 lb/ac, but Erosion Control Type 2 table shows it is 54 lb/ac. So, Seed mix on Erosion Control Type 2 is 51 lb/ac, right?

Response #2:The Mamdatory Pre-Bid Meeting is mandatory for firms bidding as the prime contractor. When the NOTICE TO BIDDERS AND SPECIAL PROVISIONS references "bidder" it is in reference to the Prime Contractor. Sub-contractors do not submit their bids directly to Caltrans and the meeting is not mandatory for them to attend. However they are encouraged to attend the meeting to connect with the Firms who are interested in bidding as the Prime contractor.

Inquiry #14: The Soils Investigation Report by Geocon in the IH identifies most of soils as either Contaminated or California Hazardous (Caltrans type R-1, R-2 and Z-2). There are no pay items for R-1, R-2 or Z-2 materials: is the contractor to include the costs associated with disposing these contaminated material in their bid, or will this be addressed by Change Order later? If the costs are to be included in the bid, under which bids item(s) are they to be paid?
