Inquiry #2: The Site Investigation report (contained in the Information Handout) contains information regarding the soil material being removed as a part of item 23 - Roadway Excavation. In the report, the soil material from locations 1,2 and 4 has predicted WET STLC values ranging from >1 to 4.5. While this material is non-hazardous, it is contaminated and it should be considered Roadway Exc Type COM. This is not clean fill, and the material will likely have to be hauled to a Class 2 or Class 3 disposal facility.
Why has this material not been designated as Type COM excavation, as Caltrans has identified material on other similar projects?

Inquiry #3: Utility plans sheet U1-U11 show that there are fiber optic lines within the excavation area. Approximate length of the excavation area is about 12000 LF. If we do one pothole every 50', it would be approximately 240 potholes. There would be a substantial cost to do this work. Also Section 87-9.03 of the Special Provisions 6th Para. "If you damage an existing fiber optic cable, install a new cable...." Please add a provision or add a new bid item that requires this potholing work.

Response #2:We included all the necessary information in the plans, potholing are shown at certain areas, it is the responsibility of contractor to work with care not to damage the FO line, and follow special provisions. No new bid item will be added.
