Inquiry #5: The proposed construction that is being called out on the Construction Sheets vs. Typical Cross Sections and Quantity Sheets are lacking clarification. On Sheet C-21 WB Outside Shoulder to C-27, (STA 252+76 to STA 319+60), the Legend does not represent the new shoulder treatment. However, on the Typical Cross Sections, Sheet X-2, for that area (SR 200+05 to 429+30), it is showing a 0.20' Cold Plane & 0.20 RHMA. Please clarify the correct shoulder treatment.

The two operations are 0.50' Replace AC Surfacing and HMA (Reclaimed Asphalt Pavement). Note, there is also 0.20' cold plane AC pavement and by 0.20' HMA (Reclaimed Asphalt Pavement) in this area, too.

Inquiry #14: Bid Item #55 - Replace Asphalt Concrete Surfacing - 2,130 CY, shows a grind-out of 0.50' and placement of 0.5' HMA. Do these areas also receive a RHMA Overlay on top of the 0.50' grind-out? However, the grind-out and replacement work will happen before the mainline 0.2' grind and 0.2' RHMA placement. Do we get paid for the extra tonnage of HMA to the match the existing grade?

Response #3:Drainage profiles are not required for Drainage System No. 12, 15, 16, 17, and 18. The proposed improvements will maintain the existing slope and flowlines of the existing drainage system. Refer to sheet Drainage Detail 4 (DD-4), page 109 of the advertised plans, for details of the removal of existing culvert, placement and connection of new culvert, and other elements for construction of the trash net (down drain) system.

Inquiry #21: There seems to be some major over lapping on various Bid Items and Quantities. Per Bid Item # 55 - Replace Asphalt Concrete Surfacing, on the Summary of Quantities Sheet (Q-19), it is showing the Stationing Limits with lengths, widths and CY yards needed. However, Bid Item # 40 - Roadway Excavation, on Summary Sheet Q-18, under the Roadway Quantity Chart, it's showing Roadway Excavation at the Stationing Limits with lengths, and Volume of excavation needed. This is the same Stationing as shown on Replace Asphalt Concrete Surfacing. Also, the majority of the quantities are shown with the square footage area and not the actual cubic yard volume (Example STA 135+21 to 138+41 = 320 lf x 12' wide = 3,840 sf x 24" deep = 284 cy, not 3,840 cy, for this same area.). The same over lapping is on Bid Item #56 Hot Mix Asphalt (Type A). Please Clarify.

Inquiry #34: Specification Section 19-11 Compaction Grouting
Paragraph 19-11.03D Grouting - Last sentence states "install steel pipe pile as shown".
Paragraph 19-11.04 Payment - States that "the payment quantity for the compaction grouting hole is the length of drilled grout hole and installed grout casing measured end to end". There is currently only a bid item 43 for the quantity of compaction grout injected on a CF basis; there is no bid item for the compaction grouting hole which appears to include a permanent casing, center bar, and bearing plate which is also described in the specifications as a "steel pipe pile".
Please add a bid item for the compaction grouting hole on a LF basis as described in 19-11.04.

Response #2:There is no need for another item for the compaction grout hole. Please refer to Section 19-12.04 PAYMENT "The payment quantity for grout (compaction grouting) is the volume of the grout".
All the items specified in the Section "19-12.02G Steel Pipe Pile, Bearing Plates & Nuts/Couplers, etc. and shown on the plan including installation of all the parts are included in the price of cubic feet volume of the injected grout."

Inquiry #36: Per Bid Item #99 - Minor Concrete (Curb, Sidewalk and Curb Ramp) - 610 CY, the various quantities on as shown on Curb Ramp and Sidewalk Quantities, Summary of Quantities Q-19), do not match to the corresponding layout sheets. Example: on Sheet Q-19, summary sheet C-44, it's showing to Remove Concrete of 45.80 lineal feet, that equals to 2.704 cy of removal, then replace with 24.39 cy of A2-6 Concrete Curb. Please clarify.

Paragraph 19-11.03D Grouting. Last sentence states "install steel pipe pile as shown".
Sheet C-73 shows a 2.5-in steel pipe pile within "cement grout" called out on the drawings.
Is the cement grout actually the compaction grout? What is the timing and the procedure to install the 2.5-inch steel casing into the cement grout shown in the detail? Will the cement grout installed be required to set 12 hrs per 19-11.03A before the steel casing can drilled and grouted in place?

Inquiry #38: On Construction Detail Sheet C-72, it shows a Typical Cross Section of Anchored CRCP-RSC, which includes notes that show a 0.50' Cold Plane AC Pavement over 0.50' HMA (Type A) by 10' wide in the Median and 1.00' Cold Plane AC Pavement over 1.00' HMA (Type A) by 10' wide on the shoulder. In comparing to the Summary of Quantites (Q-18 and Q-19), these are not represented. Please clarify.

Also, looking through the plans, there are no plans for an AWIS. What spec should we use? Is this system even going to be used for this bid?
