Inquiry #1: The majority of the HFST on this contract is the 2 layer application. Section 37-7.03B(2) of the special provisions states that additional layers of HFST must be applied within 4 hours of the previously cured layer. The restrictive lane closure hours on the traffic charts provided do not allow for ample time to set traffic control, prepare the surface, apply HFST, sweep, place the 2nd layer, cure, final sweep and re-open the work area to traffic.
Will Caltrans consider revising the traffic charts to expand allowable nightly multiple lane closure hours, or alternatively allow traffic on intermediate layers of HFST for a maximum of 24 hours, subject to surface preparation of the existing layer?
