Inquiry #7: 59-2.01 A(1), 1st paragraph and box at the top of page 36 of the Special Provisions states the coating system for plan legend work item 1 on the plans as simply being zinc. No intermediate or finish coats are called out. Further, we can find no section in the Standard Specifications for zinc coating of existing surfaces, except for faying surfaces, which are addressed in Section 59-2.01 C(4)(b). The Standard Specifications have a single prescribed treatment for existing surfaces which is the PWB system as stated in Section 59-2.01 C(4)(c). This section is added to on page 37 of the Special Provisions, but that modification seems to address only the legend work item 2 spot blast and overcoat work on the retrofit steel. Therefore, it is unclear what the State's intent is regarding the coating system for the plan legend work item 1 original steel that gets full removal of the existing coating system.

Is it the State's intent that all the work item 1 original steel after cleaning be coated with only zinc primer, no other finish coats? Is the reference to zinc coating for abrasive blasted existing steel for organic or inorganic zinc? What is the required thickness range of the applied zinc coating? If there are additional coats of paint desired, how many coats of what coating is specified?

c) In reference to plan sheet 23 of 46, legend work item 1, Standard Specifications section 59-2.01C(4)(b)(i) covers the Zinc Coating System required dry film thickness range.

Inquiry #17: The answer to bidder inquiry #7 confirms the State’s intent to require all original steel, noted on the drawings as legend work item 1, to be coated with inorganic zinc. This is a bad idea for the following reasons. Inorganic zinc is not designed to be brushed or rolled. Per the manufacturer’s data sheet, it is recommended to be applied only by spray. This is a complex built-up structure with areas of lattice, complicated joints or “knuckles” that are virtually impossible to access, especially with a spray gun and properly coat all surfaces within the required range of dry film thickness. With inorganic zinc, if the film thickness is a little too thin, the peaks of the profile will stick through the coating and potentially rust before finish coats can be applied; if the dry film is too thick, it can very easily mud crack. Applying inorganic zinc on this structure and keeping the film thickness within the specified range in the difficult areas on this structure will be literally impossible. Further, applying a stripe coat with inorganic zinc just doesn’t work. We recommend in the strongest possible terms that if the State wants a zinc primer, that ORGANIC zinc be specified (for both the stripe and finish coats) so that in the inaccessible areas the Contractor can use other means, such as brushes and rollers, to deliver and apply paint to the substrate, thereby significantly enhancing the quality and longevity of the coating system.

Inquiry #18: Section 59-2.01C(4)a of the Special Provisions requires a stripe coat of each undercoat. Since the undercoat for abrasive blasted steel is inorganic zinc, it is apparently the State’s intent that a stripe coat of inorganic zinc be applied to all edges, corners, seams, crevices, interior angles, junctions of joining members, weld lines, and similar surface irregularities. Please note that every product data sheet and application guide for inorganic zinc we are aware of prohibits the use of rollers for application, and limits the use of brushes for application to areas less than 1 SF in area. This is because about 82% of the weight of the coating is zinc dust, which when sprayed, is evenly distributed across the surface. However, when applied by brush, much of the zinc is wiped off the surface to one side, leaving little but the binder on much of the surface. Further, section 59-2.01C(4)(b)(i) of the Standard Specifications requires the full coat of inorganic zinc to fully cure before application of subsequent coats. We interpret a stripe coat to be a subsequent coat. In the scenario when inorganic zinc is specified with no finish coats to be applied, but a 2nd coat of inorganic zinc is to be applied, the first coat of inorganic zinc must be sweep blasted prior to application of the 2nd coat per section 59-2.01C(4)(b)(iii) of the Standard Specifications. There are miles of edges and hundreds of thousands of rivets, bolts and irregular areas to be stripe coated on this structure. As such Please refer to inquiry above regarding changing the paint to organic zinc for both the stripe coat and the finish coat.

Caltrans has eliminated the 144"x90" and replaced it with 132"x 78" on the website, that way they can be installed on wood posts verse the laminated box posts.
We will need to clarification on what size C48 are actually required and the quantity, as the plans and specials list 2 different sizes and quantities.

Inquiry #42: As a follow up to the answers provided by Caltrans for inquiry #6, please consider the following:

Some of the members have hatches at the bottom and top with a ladder through it, but also have hand holes throughout portions of the member. Some of the legs have portions where the interior space has divider plates that cut off much of the ladder access space from being accessed by the hand holes. Also, these members appear to be far too large to effectively blast and paint using just the hand holes and without entering the space through the hatch doors at the top or bottom. Is my interpretation correct that Caltrans only expects the contractor to prepare and paint steel surfaces on the interior of the built up members that can be seen by peering through the hand holes AND can be touched by worker’s hands while reaching through the hand holes? Please advise.

Special provision section 5-1.52 Inspection Access -

" Furnish, operate, berth and maintain 1 crew boat for transporting Department's personnel to inspect the work and to conduct biological surveys, beginning from the 1st mobilization of marine equipment until contract acceptance."

As the scope has been revised significantly from the original scope on the project, and work at the piers eliminated - can this section be revised to require the crew boat for only the contract duration's for when barges are used on the project; and not from the first use of barges to Contract acceptance of the project?

Inquiry #46: Bid Item 13 - Structural Concrete Bridge (RSC) has a quantity of 50 cy. Legend Item No. 7 specifies the scope of work for this bid item. Sheet 22 of 46, General Plan specifies that Item No. 7 is to be done throughout the length of the bridge, from Abut 1 to Pier 48 on both upper and lower decks.

Sheet 38 of 46, Miscellaneous Details -3 show the details for the Deck Section-Barrier Anchorage Repair. This detail shows each remove and repair location is a 1'x1' square. The quantity for a single repair will be less than 0.02 cy. In order to obtain a total quantity of 50 cy, there must be approximately 2,500 locations where this repair is to be performed.

Can Caltrans provide a location table or map that shows where the repairs are to be performed, or a summary of the number of locations broken down by side of bridge and upper and lower deck?

What item are the new 1-1/4" x 10" bolts paid under.

Inquiry #49: Regarding Bid Item #29, 'Reconstruct Cable Restrainer':

There appears to be a conflict with what is shown in the plans and what is described in the special provisions.

Plan page 38 of 46 shows an adjustment procedure where most cable restrainer hardware is replaced and the existing cable restrainers themselves are reset/reused.

Special Provisions pages 38 - 42 seem to describe the new hardware, as well as new galvanized, greased, shop-applied HDPE sheathing, and a corrosion protection system applied to the cable restrainers. The grease, sheathing, corrosion protection system, prime coat and finish coat is described as applied at the manufacturer's plant, which implies totally new restrainer cables must be furnished and installed.

The plans and specs appear to describe conflicting procedures to reconstruct the cable restrainers.

Are the existing cable restrainers to be disposed of and replaced with new galvanized, greased, HDPE sheathed, corrosion protected and coated cable restrainers?

Or are the existing cable restrainers to be reused in their existing condition, and don't require greasing, sheathing, etc?

Inquiry #59: Per the section below, regarding DVBE participation, it states that if the bidder obtains DVBE participation then the bidder is to "Complete and submit the Certified DVBE Summary form under section 2-1.33. List all DVBE participation on this form".

Please confirm that this form and each quote must be submitted for all listed subcontractors even if you do not meet or exceed the 1% DVBE goal that allows a bidder an incentive.

Would the contractor be allowed to deploy the temporary K rail in the eastbound direction and leave in in place 24/7 for the duration of the project? Moving temporary K rail per the lane closure charts is not feasible.
Currently there are only 2 active lanes of traffic in the eastbound direction - but room for 3.

Inquiry #61: This inquiry is a follow up to Inquiry #15. The original question was "Will contractor be permitted to install temporary traffic barrier to continuously close (1) lane for work zone equipment and production to perform platform rigging and cleaning & painting operations?" Caltrans response posted on 11/23 was "Yes, comply with traffic lane closure charts."

Although your answer was "yes", the lane closure charts show that there are hours that "work is allowed within the highway where a shoulder or lane closure is not required" on a daily basis. Furthermore there are also no lane closures allowed during holidays. We interpret that to say that lane closures have to be picked up on a daily basis and during holidays. This means that we cannot have a continuous lane closure (24/7) for the duration of the project. Please clarify so that all bidders are on a level playing field.
