Inquiry #3: Drawing 157 of 160, GIRDER DETAILS No. 2, shows the surfaces scheduled for repainting as limited to the girders. For minimal effort and to avoid a situation where new paint contrasts with existing, Caltrans should consider repainting all existing below deck, ferrous surfaces.

Response #2:Yes, the SWPPP need to be prepared by a QSD, and the WPC Manager need to be QSD certified.

Even though the project is exempt from compliance with Construction General Permit, we decided to implement SWPPP as the project’s water pollution control governing document. SWPPP has to be prepared by a QSD and the WPC manager has to be a QSD as well per section 13-3.01C(2) of standard Specifications. However in preparation of SWPPP, sections pertaining to construction General permit such as risk level assessment, sampling/analysis day, REAP or annual report can be excluded.

Inquiry #11: Special Provisions, Section 8-1.09 defines the Incentive/Disincentive for Early/Late Completion for Stage 1C to 3B (Table 1) and states, “There is no limit to the maximum total disincentive for completing the work later than the date shown in Table 1”. This potential exposure of unlimited Liquidated Damages at $1,300,000 per day may preclude us from bidding this project. We propose a maximum total disincentive equal to the maximum total incentive of $8,000,000 for completing the work later than the date shown in Table 1.

Inquiry #14: Per Page 12 of the Special Provisions, Section 5-1.32, Item 3 "states to maintain 12' minimum width pathway beneath each hinge, bent cap and bridge span allowing manlift and vehicle access. This will hinder access coming off the ground. Can the contractor supply one or two locations and use the access along side the bridge. If not the would need to be suspended form the bridge. Caltrans has not provided scaffold requirement section in the Special Provisions. Can Caltrans give the additional load capacity of the bridge.

Response #2:Section 5-1.32 is referring to areas designated for contractors’ use beneath bridge structures, i.e. the “Contractor Staging Area” as shown on L-2. Section 5-1.32 does not limit access to the Alemany undercrossing bridge deck, hence will not hinder access coming off the ground.

Inquiry #15: Per Section 59-2.01A(4)(d)(ii) Inorganic Zinc Coatings of the 2018 Standard Specifications it states, " Perform adhesion and hardness testing at least 72 hours after application". This requirement is for the zinc primer undercoat for the top flange of girders after deck removal. This has a huge impact on the scheduling of the work during the 18 day closures. Has Caltrans figured the 72 hours of cure time prior to adhesion and hardness testing of the zinc undercoat into the 18 day freeway closures?

Inquiry #16: Per Section 59 Structural Steel Coatings of the Special Provisions (Pg. 56) in the Coating Systems Table it states; To clean, blast clean to bare metal, and apply undercoat to the top surface of top flanges of existing girders. The table also states; To use zinc undercoat. Per the 2018 Standard Specifications it tells you to use an inorganic zinc primer. Per the Caltrans pre approved list for inorganic zinc primers there are several products listed. Per the manufactures data sheets the dry to handle and cure time vary but most are 2-3 hours to dry to handle at 70 degrees and 12-16 hours at 70 degrees for cure time. Will Caltrans allow the General Contractor to form and pour concrete over wet or dry to handle inorganic zinc primer due to the short durations for freeway closures.

Inquiry #20: The revisions within Addenda 3 provide for the concrete barriers to be constructed with Temporary K-Rail in place between the barrier under construction and traffic. Section 51-1.01A as revised by Addenda 3 specifies that the bridge barriers are to be constructed using RSC. Please review, as it appears that the bridge barriers can be constructed with conventional concrete.
