Inquiry #1: What is the password for the PVP files? After downloading all the PVP files a password is needed to extract and view the files. Please clarify. Thank you.

Response #2:There is no password. You do need to have the Proval software installed in the computer.

Inquiry #2: Our Company located in one of the 6 Counties must be “Shelter in place” due to Covid-19, and we’ve heard that the shelf quarantine may take more than 4 weeks from today. Please postpone this project at least 4 weeks from the original bid opening date of 04/07/2020.

Response #1:At this time the Department is not postponing any scheduled bid openings.

Since this situation is fluid in nature, the Department will evaluate the need to postpone bid openings on a weekly basis.

Inquiry #3: Note 2 of the legend on sheet on E-1 talks about splicing in existing pull boxes, but the plan sheets show both new and old pull boxes with the "note 2" designation. Then the quantities pages does not show any new pull boxes listed. Can you clarify if we will need to replace the pull boxes that are shown as new on the plan pages?

Inquiry #4: I have ProVal downloaded into my computer and the PPF files do require a security Key to open. This seems to be a common thing throughout Cal Trans. Can you please provide the security key or issue an addendum with accessible files? Also, other then the PVP file, Cal Trans has issued each lane in ARD format. Can you please issue the files in PPF format as mentioned in the special provisions, without the restriction of a security key.

Response #1:I downloaded Proval and the pvp file into my home computer (Windows 10) in order to check. I was able to open the PVP file without a password. The Proval version is 3.61.33.

Maybe try another computer.

Inquiry #5: REFERING TO QUESTION 1 AND 4, We have ProVal also and cannot open files. There is Incentive and decentive, we need proper time to analyze the data. Bids in a week.

Inquiry #6: You have no item for inlet protection, this is potential dbe work, it is hard to get a quote when there is not an item. the dbe looks at the bid list and decides to pass because there is no item of work made available. please advise. Thank you
