Inquiry #1: 1. In the Informational Handout (IH) of the above project, Item 6.3 recommends that the Contractor is to prepare a project specific health & safety plan. Would this be covered under Bid Item 1 - Lead Compliance Plan? This is not a description for a HASP. As it appears this will be required, how will the Contractor be compensated?

2. Based on above Informational Handout, it is stated that maximum concentrations of arsenic, lead and vanadium exceed one or more ESL's. As such, it states that disposal of excavated soil may be restricted. In our most recent experience with a Caltrans project, this exact issue came up and dirt disposal became limited. Since it appears that soil disposal will be limited, will Caltrans consider creating a new bid item to cover the disposal cost of the dirt as a Class II soil for payment purposes?

Response #2:1) Yes, for this project, the Lead Compliance Plan substitutes for the Health and Safety Plan. The pay item is for a plan prepared by a Certified Industrial Hygienist.

2) Caltrans does not list a bid item for class II landfill disposal of surplus soil because we want to exhaust other options, which can include the reuse of surplus soils outside the state right of way.

Inquiry #3: 1 . The existing shoulder on this project is only 10 ft wide. If we place the K-Rail inside the fog line it will only leave 7' 8" of work room. Removing the dike will add another 12" so the overall width to work behind K-Rail will be 8' 8" - not wide enough to get a conventional sized excavator behind the K-Rail to remove the dirt. Would Caltrans consider re-striping the roadway and pushing the traffic over an additional 2 ft in order to allow enough room to efficiently remove the dirt on the slope?

Response #2:The Lane Closure Chart for this project allows the Contractor to close lanes during weekdays and weekend. The majority of excavation will be on top of the slope. The excavator only need to work at the toe of slope for a short period of time to excavate 5 ft wide/10:1 slope area behind the HMA dike, during that time one lane can be closed for additional space. After that space excavated plus the shoulder is wide enough for excavator to park and to work upslope. K-rail will be placed in the designated location and lane will be reopened. Re-striping is not necessary.

Inquiry #4: The ditch grading in this project is based on a ditch with a bottom width of 1 ft. and a top width of 5 ft. Under the provisions of Section 19-2.03H, Ditch Excavation as well as 19-2.04 - Payment, the last paragraph of Section 19-2.04 states that if the bottom of the ditch or channel is less than 12 ft wide, the payment quantity for ditch excavation is the volume determined from average end areas and the distance between them. Past projects similar to this have had a separate item for ditch excavation. Please provide a separate pay item for ditch excavation.

Inquiry #5: Hello, For the SWPPP, can we do an erosivity waiver? The construction schedule is 30 working days, and the project should start in the summer months, so the erosivity waiver per the state waterboard should be applicable.

Response #2:Contractor needs to work with the RE in order for the project to qualify for erosivity waiver. We need the exact construction start/end dates and the exact one month construction period. If the construction occur during the high precipitation month and the R erosivity factor exceed 5, then the project will not qualify for the waiver. The construction period provided must be with absolute certainty, otherwise even slightest change to it could invalidate the waiver. Following receiving the construction period, we can file for erosivity waiver and change the project requirements & cost items to a WPCP by a change order.
