Inquiry #2: Sheet L-5 and L-6 show a 2125' GR run. Plans and summary of quantities do not show
anything about a rail strengthening. After looking at the GR run, I counted objects where rail was going to be closer then 4ft to structure. Will Caltrans provide an quantity of rail strengthening's for project?

Response #2:Yes, The Q-2 will be updated and it will show the number of Rail Strengthened Midwest guardrail system as an information only and there will not be a bid item number. The total Rail strengthening for the project would be 7, 5 would be at sheet L-5 and L-6 and 2 would be at sheet L-10.

Inquiry #4: Based on the current Typical Cross Sections (X-1) and the Layouts, contractor cannot determine the new Pavement Structural Section(s) at the Driveways and Local Roads.

In Typical Cross Sections (X-1) shoulders only extend 0-4' (zero to four feet) and the Driveways and Local Roads extend beyond the max shoulder distance of 4' (four feet). Please clarify.

Response #2:" Even though the chance of having cracks at depth of 0.50’ is slim, we need to have the bid item in the contract because if we end up needing it in the construction time, there will not be issue with that. So, it will be safer to include crack pay item code in the contract. You may or may not use it."

Inquiry #6: The plans for GR don't show any rail strengthening's for the GR. Could Caltrans provide a quantity for job? After looking over job i counted 6 where GR is closer then 4' to fixed
object.

Inquiry #7: Paving Structure Section #4 on X-1 calls for Cold Plane and RHMA only (no GPI). The table on Q-1, includes quantities of GPI (Paving Mat) for all cold planed surfaces. Will the GPI quantity be updated?


Paving Structure Section #3 is on the shoulders adjacent to Section #2. Section #3 is a 0.5' cold plane, Section #2 is a 0.45' cold plane. Because the existing section at the shoulders is 1.10' of AC, shouldn't the section depths of cold plane and paving match up. The additional 0.05' of cold plane work is difficult, and might be unnecessary for a shoulder.

Response #2:" No, Q-1 will not be modified, if you decide to put GPI on the main line and shoulders at the same time, you will have enough GPI in case to overlay the shoulder in two lift."

Inquiry #8: Please consider revising the current Layout sheets to show the limits of the shoulders versus the mainline paving. The shoulders as shown on Sheet X-1 get different new structural sections vs. the mainline lanes for the majority of the project.

Please see Sheet L-11 as typical example of the issue we are currently facing. The Cold Plane limits are clearly drawn but we cannot determine the mainline lane vs. the shoulder limits and they are significantly different new structural sections with substantial cost implications for each category.

Note #4 on Sheet X-1 only magnifies the importance of the shoulder limits as the contractors are cautioned that the “Project area is adjacent to known historic resource and biologically sensitive areas, no equipment shall be allowed outside the existing edge of shoulders”

Please consider revising the layout sheet with clear ETW and ES improvements limit lines in order for all contractors reasonably bid the same project.

Response #2:“Cold planing in the project will involve grinding the existing pavement with the traffic stripes and pavement markings. Separate removal of traffic stripes and pavement markings before pavement grinding is not necessary. The mass of ground asphalt will dilute the relatively minor amounts of lead present in the traffic stripes and pavement markings; therefore, the grinding waste residue containing lead from the traffic stripes and pavement markings mixed with asphalt concrete pavement is not a hazardous waste.”

2) Addendum 1 moved the bid date to 11/30/21. Assuming another addendum will follow on this project -- please consider a bid date of 12/7/21. There are other, very large district 4 projects already bidding on 11/30 and 12/1.

Inquiry #14: This is in response to your response to bidder inquiry# 3.

You provided the same link for Bidder Inquiry#1 which provides some internet file of a printout from your IP System.

You have multiple data sets on their for a fixed interval of 528 feet, and every operator certified by Cal Trans each year is tested and certified by the use of ProVal.

Therefore, can you please provide the EXIST data in a PPF format as the contractor is required too per section 36-3.01C(2) Inertial Profiler Data?
