Based on Typical Cross Sections on X-1, Guardrail layout on L-1, and Utility Plan U-1, it appears that the Midwest Guardrail posts will interfere with the Fiber Optics lines on the WB shoulder of Marshlands Road. Has the Engineer considered this potential conflict?

Inquiry #9: 1) The primary access for the pile driving is going to be from the Marshlands road, can this road be closed for this operation? No place to move the Pile rig too.

Response #2:1. Access to the outer separation (between mainline SR 84 and Marshlands Rd frontage) will only be allowed from the mainline Route 84. Direct access to the outer separation from Marshlands Road is not permitted for heavy equipment due to the presence of shallow utilities within the frontage pavement shoulder. Refer to Note No. 1 of sheet TH-1.

2. With regard to the existing condition of Marshlands Road, attention is directed to Standard Specifications, Section 5-1.36 Property and Facility Preservation.

Response #2:Cellular concrete is used because subsurface conditions have a high silty-clay content, a poor bearing capacity. Normal weight backfill materials may cause unwanted settlement over time, giving the barrier an uneven profile.

Inquiry #16: Bid item 41 and item 42 Furnish and drive piles are opposite "units of measure" then we normally see. item 41 should be Furnish per LF, 42 should be Drive per Each.

In addition, pay items are (F) final. this creates an issue due to the fact 10 test piles are to be driven and pile length determined by test pile results. This will likely change total LF, therefore final pay is not appropriate for these items.

Inquiry #21: The architectural treatment for the concrete barrier type 60MSC shows the pattern is to be imprinted from the top of the wall all the way to the very base of the wall. This is not possible as the wall will vary in height for the entire length of the project (the formliner will have to vary as well). This means you will have to buy a unique set of architectural formliner for every inch of the project. Can the state change the limits of the formliner to not follow the varying roadway but a fixed demesion on the wall?

Response #2:The applicable section for Bid item 71— CONCRETE BARRIER TYPE 60MSC (MOD) is Section 83, which specifies that concrete must comply with section 51, which in turn specifies compressive strength as either described or 3,600 psi, whichever is greater. Since the compressive strength is not described, it defaults to 3,600 psi.

Inquiry #23: The electrical plan sheets are not complete. On the EQ sheet it reflects 5 new type 30 poles. On the SDS sheet it shows a modified Type 15 pole. On plan sheet L-1, it calls for the existing poles to be relocated but does not state what type of poles are existing.

The plan sheets show no underground conduit, pull boxes nor underground conductors to feed the new or relocated lighting poles. Also the existing underground electrical conduit system is not shown. What is to become of this existing system ? Abandon, Remove or maintain ?

The temp wood poles we are to install as part of the staging have problems as well. The overhead conductor note states 1-#8, that can not be correct. In addition how or where is the temp system being powered ? There is no conduit drop and no point/source of power shown to power up the temp system.

Please correct the electrical plan sheets.

Response #2:Based on the Corrosion Evaluation on Page 7 of the Preliminary Foundation Report, the subsurface soils at the project site are classified as corrosive. Inquiry #33: Page 74 of 118 calls for prefabricated reinforcement for reinforcement and the reply to in quires #30.

Typically from our experience as precaster , fabricating Caltrans precast piles in corrosive environment, only the rebars extended out of the pile into the pile cap are epoxy coated in the extreme cases, whereas the prestressing strands and spiral wire are not. The pile has 2" cover and the concrete mix are per Caltrans corrosive environment which is for this project too.

These piles are for concrete barriers not critical / emergency structure. . The cost of epoxy strands, rebars and spiral will inflate your project cost exorbitantly when compared to the engineering budget.

Please review the reply to #30 again with the Engineers and hopefully amend that the strands and spiral wire are non epoxy coated .

Inquiry #34: Reply to inquiry #30 and page 74 of 118 contract drawing.

If the spiral wire are to be "prefabricated epoxy coated reinforcement " then the pile is deem extremely challenging to build and costly.

In a precast pile operation , the piles are cast horizontally. The 6" long seismic hook of the spiral wire around the strands are always bent only after the strands are fully stressed and the spiral wire rotated to encompass the strands in a tight fit; to maintain cover.

With the 6" seismic hook being "prefabricated epoxy coated " the hooks at both ends of the spiral wire col will get stuck between the gap of the fully stressed strands, preventing the spiral wire from rotating to get tight fit. Bending the hook will damage the coating.

Please remove the prefabricated epoxy coating requirement for strands and spiral wire . Or allow the use of 3 to 4 extra turns of spiral wire at the lap location and at the ends in-lieu of seismic hook. Otherwise these piles are highly improbable to be constructed .

In our experience we do not see prestress strands epoxied in pile designs and have concern that the design strength cannot be met with a coated pre stressing wire. The strands will slip and/or debond from concrete. Please review and comment.
