Inquiry #1: Please confirm that this will be a unit price bid and the engineers estimate. Due to A+B we had to add an extra 2.5 million to our bid which put us up to 12 million, after having to add Cal trans's time with our time. So confirm, basically then the engineers estimate will only be the GC's bid and we DO NOT have to add Cal Trans's time.

Please confirm if a Prime Contractors, that is DBE, is included in the 19% requirement?

Please confirm who will be responsible from clearing of Homeless from fence line?

Please confirm asbuilts for utility lines. What if we encounter a fiber optic line that runs along fence line? Will that be a t/m? how do we get compensated for all the utility lines?

Response #2:a) The bid is UNIT PRICE; contractors don't have to bid on the number of days. The bid is UNIT PRICE; contractors don't have to bid on the number of days.
This is not an A+B project (cost & time). The number of WD is defined in the Special Provisions. You bid on cost only.

b) If a DBE Prime Contractors is completing at least 19% of the work they would meet the requirement

c) External Affairs is in charge of unsheltered/homeless encampments. The RE coordinates with the Public Information Officer and Encampment Task Force for that effort.

d) It is paid under "CLEARING AND GRUBBING", "REMOVE CHAIN LINK FENCE", "REMOVE GATE", "REMOVE METAL RAILING" items in the contract documents. "CLEARING AND GRUBBING", "REMOVE CHAIN LINK FENCE", "REMOVE GATE", "REMOVE METAL RAILING" are bid items hence the contractor is responsible to complete.

e) "Unforeseen work" will be coordinated with the Resident Engineer during the construction phase of the project.

Inquiry #2: Is there an expectation that once we take down the existing chainlink fence that the new fence will need to be installed or temp fence panels will need to be in place after hours?

Response #2:Contractor should only remove the length of fence that they will be able to either replace with new fencing, or replace with temporary fencing; by the end of the work shift. Caltrans' Right of Way should always be secured behind some sort of fencing: old fencing, new fencing, or temporary fencing.

Inquiry #3: The Fence at Helena and Charter oak, please confirm if we can make a wing panel or are we to step the fence of the cliff and continue down cliff. This will be very difficult. This location is behind the paint store. ?

Response #2:Per section "80-5.03 CONSTRUCTION" of Specifications:

"The gap between the expanded metal fence and terrain slope must not exceed 1 inch. If authorized, you may decrease the post spacing to compensate for irregularities in the existing grade."

Inquiry #4: Is there a specific size Wrought Iron Fence Post or gate post? The plans only say Typical and the specifications 80-6.02 #5 Fence Posts must be square with no dimension?

Inquiry #6: In areas such as areas under the on ramps ? Are these acceptable to work 8 hours in the day time with traffic control
Drwg L-1,L-2 are we able to work during the days if we traffic control the areas working?
Drwg L3 along San Bruno going beneath underpass, is this acceptable to work during days with traffic control ?
Drwg L-4 , Underpass Cortland and Fence along Hilton, is this acceptable to work during day with traffic control
drwg L 5 is this ok to work during day.
drwg L-6 along bayshore are we allowed to work days ? This one is a tougher area? Are we allowed to work there during the days with traffic control?
L-7 In areas such as areas under the on ramps ?
Bayshore blvd/ under route 101 Drwg. L-7 are we able to work during days? There are areas we can pull under the overpass and work?
L8 Are we allowed to work during days here with traffic control?

Inquiry #8: The specials list lane closures for the City of SF streets, many that allow us to close the parking area in front of many of the fence locations. Does the contractor still need to apply for the City of SF Street Space permit for each location?
