Inquiry #1: Plan sheet 25 of 27 shows the "limits of catwalk" at 200'-0" along the arch ribs left side and right side. Based on those catwalk limits, the estimated quantities for Bid Item #36- Fiberglass Reinforced Grating and Bid Item #41- Miscellaneous Metal (Catwalk) are grossly over estimated. Can the State re-evaluate their estimated quantities for those two bid items?

Inquiry #2: Following up to the State's answer to Inquiry #1. Referencing the catwalk details on plan sheets 25 and 26, each catwalk is 200 feet long x 4 on the LEFT side of the Arch = 800 feet total. The RIGHT side of the Arch is the same as the left which equals another 800 feet for a total installed catwalk length = 1,600 feet. The Fiberglass grating is 2'-0" wide x 1,600 feet = 3,200 SF. The estimated bid quantity for the fiberglass grating is 14,720 SF. That estimated bid quantity is 4.6 times higher than calculated installed grating quantity. Additionally, based on a total installed catwalk length of 1,600 feet and the new catwalk steel members shown in the drawings details, the Miscellaneous Metal (Catwalk) estimated quantity of 74,773 lbs is significantly greater than the calculated weight of the new catwalk steel. Does the State intend to install more catwalks on the bridge, that are not shown on plan sheets 25 and 26?

Inquiry #3: The "As-Built" drawings provided for the bridge reflect the bridge retention railings and not the actual structure of the bridge to be painted. Can you provide structural drawings for the bridge and/or an estimated SF of total paint area?

Inquiry #4: The major items of work on this project are painting and steel work. We are not aware of any qualified DBE Painting firms or Steel Erection firms. The only DBE opportunities appear to be traffic control, scheduling, and environmental items, the value of which does not appear to fully meet the goal. Please consider reducing the DBE goal.

Inquiry #6: 45-2.02D Fiberglass Reinforced Grating
The fiberglass reinforced grating must be a one piece pultruded grating assembled from components
made by simultaneously pulling glass fibers and extruding thermosetting plastic resin through a heated
die under pressure to produce a product without voids and with a high glass-fiber content. The pultruded
fiberglass reinforced grating must have:
1. Polyester resin with a flame-spread index of 25 or less when tested according to ASTM E 84
2. Grey color
3. Plain and applied abrasive finish traffic surface

Specifications above indicate Grey color for the grating - but Plan sheet 25/27 indicated grating to be integral color 14062 of Fed STD 595 which is dark green.

Inquiry #7: Bid item 4 requires a price put on DRB on-site meetings and off-site DRB related tasks. Section 5-1.43E(1)(i) of the Special Provisions spells out what DRB members are to be paid for both activities. What is the point to having these as bid items if the price is already predetermined? Converting them to force account seems to make more sense. Please clarify.

Inquiry #11: Section 59-2.01C(2)(a) states the 2nd finish coat must comply with State Specification PWB 180A. We were just quoted a price in excess of $86 per gallon. The reason for this is a required resin that must come from Japan is in short supply and has a two month lead time to get. In light of this, is there an alternate paint the State would like to specify for the 2nd finish?

Inquiry #16: Are there any other staging areas near the project site that are available for Contractors use? The 2 staging areas that are available are not sufficient for the project needs. The larger staging area on the north side of the bridge has a large portion that is not useable, due to the deep recess in the center of the staging area. This project will require a large amount of scaffolding, containment materials, paint storage, abrasive blast and paint equipment, decontamination facilities, traffic control equipment, Equipment and materials for the catwalk installation, equipment and materials for the landscaping work, field offices, employee parking, etc. Procuring additional staging areas beyond what is provided by Caltrans will add additional costs to the project.

Inquiry #18: The SPEC's call out pultruded FRP grating. The drawings depict this grating running long-ways down each section of the catwalk while being bolted in at either end and at each intermediate crossing brace.

Pultruded grating CAN NOT be run in the orientation shown in the drawings. It must be run short-ways and thus, will need to be installed in a bunch of smaller 2' sections running the entire span of the catwalk. That being said, the grating clips/bolts needed to tie each section down will need to be placed all along the new angle perimeter and a much high frequency than shown in the drawings.

The use of molded grating will alleviate this issue as well and contribute to considerable cost saving. Please advise if this is an acceptable substitute. If not, please advise which path you would like to move forward on, as the drawing orientation and mounting details will need to be adjusted.
