Inquiry #1: CRCP requires adequate access parallel with lane for placer and trucks. How did the department determine the staging plan would accommodate CRCP placement of #2 lane?

Please consider modifying the staging plans to put both NB and SB traffic on one side of the road to accommodate construction of the # 2 lanes.

This restaging concept will reduce K rail demand, improve efficiency, eliminate the need to temporarily build up outside shoulders (if allowable), and save overall time to construct.

Inquiry #2: Will the department allow the contractor to place a detour to accommodate both NB and SB traffic on current NB or SB section of roadway, eliminating all traffic from the other direction, allowing complete width of roadway to be constructed as one stage?

Inquiry #3: Addendum 3 requires Environmental Product Declarations to be submitted for several types of materials specified for use on this project. A mandatory meeting was conducted on March 6th, 2019 at the Caltrans office in San Luis Obispo to inform bidders on how to develop these submittals (EPD's). Are independant third party consultants required to create these reports? Can Caltrans provide a list of companies that provide this service? Or can Caltrans explain in detail where to search for companies that are qualified to create these Environmental Product Declarations? During the Mandatory meeting in San Luis Obispo, bidding contractors where directed to the METS website. No where on this website Env. Product Declarations can be found.

Response #2:The METS website identifies the product category rules that govern the development of environmental product declarations for each applicable material or product. Product category rules are established by program operators that are identified within the product category rule itself. Program operators are independent entities that supervise and confirm the environmental product declaration development process in accordance with ISO 14025. Where material or product suppliers do not already have facility-specific material or product environmental product declarations, program operators can be contacted for additional information on development of environmental product declarations.

The purpose of the mandatory prebid meeting was to review the contract’s environmental product declaration requirements.
