Inquiry #1: Bid Item 16 Silane Waterproofing lists an Estimated Quantity of 68,965 SQFT. Note 3 on Plan Sheet 4 of 13 States: Apply silane waterproofing treatment to girder, floorbeam and 1998 girder strengthening surfaces only. Using the as built drawings from the 1998 Earthquake Retrofit sheet 67 of 85, 68 of 85 and sheets 69 thru 72 of 85 for take off, the area described above on Plan Sheet 4 of 13 note 3 does not equal 68,985.

Is it the intention of the engineer to include the surface area of the Arch Ribs, Spandrel beams and Columns in the definition of girders and floor beams in regards to note 3 on Plan Sheet 4 of 13?

Or will the estimated quantity of Bid Item 16 be amended?

Response #2:The quantity is correct. All concrete surfaces treated with silane except; the bridge railing and top and bottom surfaces of the deck.

Response #3:Please refer to the cross-hatched area with the note that indicates both treatments for (1) electrochemical and (2) silane. Then refer to Note 3 that indicates only silane treatment areas. The area sum of silane treatment shown in these two notes equals the bid item quantity of 68,965 SQ FT, as correctly shown on the plans. Please bid per the current contract documents.

Inquiry #4: Bid Item 11 calls for a contractor selected Native American Monitor. Section 14-2.03B states that a list of qualified Native American Monitors compiled by the Native American Heritage
Commission, can be obtained from the Department of Transportation, Division of Environmental
Planning, District Native American Coordinator. We have reached out to the district's Native American Coordinator a few times and have since learned that the district's Native American Coordinator does not possess this list. Can you please advise as to where we may obtain this list from?

Inquiry #5: Section 7-1.02K(6)(e)(ii) Bridge Scaffolding, 2nd paragraph provides for an "available bridge load capacity in excess of the dead and live load demand is shown in the following table. The available capacity is a uniform load across the entire bridge width and is based on the design live load shown" The available dead and live load demand shown in the table is 100 psf.

As written, it seems that the maximum construction (dead and live) load that may be imposed on the bridge is 100 psf. Is this correct?

This section also states: "Live load demand used in the scaffolding calculations must not be less than the design live load values
shown in the above table." The live load demand shown in the table is 100% of HS-20 on 2 lanes.

As written, this appears to require that the scaffolding design must not prohibit the bridge to accept 100% of HS-20 load criteria over 2 lanes of traffic. Is this correct?

Inquiry #6: Reference Contract Plan Sheet 10, "Concrete Repair Notes and Construction Sequence".
The contract plans require the majority of the scaffolding be supported off of the bridge structure, as there are large areas where no ground contact is allowed.

Note 2 requires that lanes above arch ribs spans, spandrel columns, or girders be closed to vehicle traffic until unsound concrete repairs are complete and repair mortar achieves a strength of 3,600 psi. It also limits the total weight of construction equipment and materials to 2000 lbs within an entire arch span, two of which are approximately 178ft long, and two of which are approximately 82ft long. 2,000 lbs is an extremely restrictive requirement. A crew truck with tools, a tow-behind air compressor, and a small crew will exceed this limit. The scaffolding and scaffolding supports within an arch span will exceed this limit by several orders of magnitude.

Reference our previous question regarding Section 7-1.02K(6)(e)(ii) Bridge Scaffolding
This specification section appears to allow up to 100 psf of construction loads (dead and live) on the bridge structure. This would equate to an allowable load far in excess of 2,000 lbs within and arch span.

These two criteria are in conflict. Which is correct?

If the 2,000 lb limit for construction loads within an arch span is the correct limit, then the scaffolding will need to be supported on the ground.

Inquiry #7: Since there is no power accessible on site and the ECE Contractor alone requires at least three 90KVA Generators on site to run for the full duration of the project 24/7, and about 200,000 gallons of fuel, will there be any adjustments in fuel costs allowed for the project?
