Inquiry #19: Item #006 Traffic Control System:
SP Section 12 Temporary Traffic Control specify in Sub Section 12-3.32C the use of PCMS for 'lane', 'shoulder, and/or 'Ramp Closure'. However, SP only shows charts for nighttime 'Ramp Closures' at various location (Chart 'J1' and 'J2'). Traffic Control requirements for SR 99 are missing.
- The installation of the 43,700 CY of 'Wood Mulch' requires at least access by shoulder, or even better by lane closure during day time. Installing this much mulch at nighttime is not safe. Most Ramps have multiple lanes and allow sufficient room for traffic even with taking a shoulder for safer access during day time.
- There are no traffic charts for the SR 99. There are areas that only receive mulch and the access and installation of steep slopes requires at least a shoulder closure. What are traffic control requirements/restrictions on SR 99.

Inquiry #28: Follow up Inquiry to #19 & #21:
Team CalTrans, it's now 24hrs before Bid Time and one very crucial question in regards to the Traffic Control on Rout 99 (The Major Thoroughfare in Bakersfield!) has still not been addressed and that is:
- What are the 'Shoulder' and/or 'Lane' closure restriction on Main Line Route 99 South and North Bound?
- The only answer in that regard is very general as follows: "no daytime lane closures within this project on Rte 99 for application of mulch". There have been NO 'Lane' or 'Shoulder' closure charts issued for Route 99 for night work. Only for Ramp Work.
This answer does not address the following:
- No closing times for Shoulder and/or Lane closures given on Route 99 (for example 08:00 PM to 06:00 AM?)
- No max. length of closure
- No information about late pick-up fines etc.
There are areas that require to install the mulch from the Hwy side, due to limited access from outside of DoT R/W. The missing information makes this project un-bidable. Please advise.

Inquiry #29: Bid Inquiry in regards Items 26 / 27 / 28 Valve Box - Size Discrepancy:
The Contract Documents show on Plan sheet ‘Irrigation Details’ (ID-4 & ID-5; Sheet No. 49 & 51 of 90) the Valve or Pull Box details. The box style is clearly marked as ‘No. 06(T) Valve/Pull Box and Steel Cover’. The SP (and Addendum No. 02) for this project call out in Section 20-2.01B(7), “Steel cover must be Lock-Jaw, ELJ30-CM, lockable steel security cover”.
The ELJ30-CM refers to the Valve Size type ‘No. 05’ or ‘N-30’and won’t fit or cover the No. 06(T) box.
