Inquiry #1: Per spec section 19-7.04 "The payment quantity for imported borrow paid by theoretical volume basis is the volume determined from the planned or authorized cross section for embankments and the measured ground surface adjusted by subtracting the theoretical quantities of material from excavations." This clearly defines how the import borrow is paid, however it does not clearly state if quantities are based per stage or at completion. As this project has 2 stages, will the state please determine if the imported borrow pay quantity is per stage or at completion of the project?

Response #2:Contractor's attention is directed to the Stage Construction Sheets SC-1 and SC-2 as well as the roadway quantities table on Quantity Sheet Q-1, for location and staging of imported borrow. The final imported borrow pay quantity is at completion of the project.

Inquiry #2: This project requires much more import than is stated in the import quantity in Phase 1. Phase 2 does not need any import therefore the required import in phase 1 should match the Bid Quantity. Can the state please adjust this Bid Item.

Inquiry #3: We would like some Clarification on Bid item No. 66 Remove Chain Link Fence. I noticed that the fence that is to be removed appears to be an existing bared wire fence. Please confirm that the existing barbed wire fence, is the fence that is to be removed under bid item No. 66.

Inquiry #4: The twenty five days to build stage 2 seems completely unreasonable unless the project is double shifted with overtime. Considering the contract is 75 days and the contractor has 50 days to build the smaller stage of the project and only 25 days to build the larger stage and that includes cure on the JCPC, which could be the entire stage 2 duration. There is also curb & gutter and sidewalk, which also make take close to the entire stage 2 duration Is it the intent of Caltrans to force the extra costs and manpower to complete stage 2 in 25 days???

Inquiry #5: With the current staging of the contract Caltrans has seemed to create a project that requires import, but also requires export. Is that Caltrans' intent regarding the building of this contract??

Inquiry #6: On sheet L-2 there is a fill line shown on the North end of the page. After referring to the cross sections provided, it appears that line should be a Cut line, as there is supposed to be a drainage ditch running along the North side of the round about. Can the State please confirm if the Layout sheet or the Cross section is correct?
