Inquiry #1: Stages 5 & 7, TH13-TH19 and TH28-TH32. SC11-SC14 and SC16-SC19
Traffic Handling Plans do not indicate or identify a specific plan to accommodate the construction of ramps and work to be completed within the 25 day closure. The Traffic Handling plans already identified above indicate the entire phase to be constructed, which is not reasonable. Will Caltrans breakout the pieces under new traffic traffic handling plans needed for traffic flow on the ramps as sub-phases which would fall under the 25 day closure?

Inquiry #5: Stage construction plan sheets SC-3 to SC-6 state that "No adjoining interchange ramp closures are permitted". Can you define an adjoining interchange ramp? Does this mean that you are allowed to close an ON and OFF ramp on the same interchange at the same time, but you are not allowed to close the next ON/OFF ramp on the following interchange?
As an example: Are Route 223 ON and OFF ramps on the same interchange permitted to be closed at the same time, but the ON and OFF ramps on Houghton Rd Interchange are not permitted to be closed during the same time that Route 223 ON and OFF ramps are closed?
Per stages 5-1A, 5-2A, 7-1A, and 7-2A, Caltrans is allowing ON an OFF ramps on Panama Ln interchange to be closed at the same time, but does not allow White Ln interchange On and OFF ramps to be closed while Panama Ln interchange remains closed. Is the Panama Ln and White Ln ramp closure an example of "No adjoining interchange ramp closures permitted"? Or does it mean that an OFF ramp on the same interchange must remain open while the ON ramp on the same interchange is closed?

Inquiry #6: The abbreviation DFM is attached to a Model 2070E controller assembly, a model 500 CMS, a No.4 Wiring Harness, and a No. 5 Wiring harness, all associated with the Changeable message sign shown on E-1. Our first thought is that it might mean department furnished, but in the Special Provisions, 6 Control of Materials only mentions a Model 2070E controller unit as being Department furnished. So, what does DFM stand for?

Inquiry #11: The cross section plan sheets X-2 & X-4 have a note that the MGS posts are Long Posts. Typically, the bid item description would detail the length of post required. Bid Item 135 does not have a length designation which leads one to believe that standard 6' posts are what we should be bidding.

What is the length of post required?

Are all posts in the Midwest Guardrail System (Steel Post) to be "Long Posts"?

Inquiry #12: Special Provisions Section 83-2.02C(1)(a) states wood blocks are to be required. With steel posts this would require Notched Wood Blocks. Plastic Blocks are the standard on steel line posts for all posts except W6x15X8' posts used for MGS strengthening situations.

Why are plastic blocks not allowed on this project?
